I was having all sorts of issues, worst of which was my monitors turning off after 10-15 min of play time and having to reboot my PC, also the Splash screen -> nothing issue.
I did find a solution for that and possibly other crashes. Its an issue with newer ATI drivers 7.7 and up concerning LCD displays. You can tell you are having the issue if you have a lot of Event Log > System entries concerning 'ati2mtag' source with a message of 'CRT invalid display type'.
Basically you need to use older drivers. Currently I am using Omegas based on catalyst 6.9 drivers and everything is working like a charm.

If this do not work for u, then U have a chance more.
1. Install all the drivers u normaly download, even the new version of catalyst.
2. go to http://www.omegadrivers.net/ and download and install the new drivers from there. Do it with out uninstalling the ati driver .
This may work, have fixed a few pc's like this, and they are all playing eve now ... Best of luck

Interesting, i wonder if it might be a setting then not the drivers themselves? Good tip. Catalyst 6.9 drivers are working perfectly for me though and since I have an older card I don't see any benefit to using the newer drivers anyway so im just going to stick with the 6.9's

EDIT: to properly uninstall current drivers make sure you uninstall > boot in safe mode > run driver sweeper > reboot.
Thanks for tips, I hope it'll fix my problem :)
In addition to what You wrote above, I have problem with screen resolution which changes to unsupported (unknown) by my monitor (NEC 1980FX 17") or graphic (ATI X1350Pro) resulting in complete system crash. Did anyone have such a problem?
