now i ask you how do they know you buy isk?? because they know who the isk sellers are, and when these guys transfer cash to you, you just bought isk.
there is noway they could know you bought isk without knowing who are the sellers.
then since the sellers must get their money from the farmers, they know who the farmers are too. unless of course all farmers only transfer their isk once and then be recycled. all those time training to fly a raven for lvl 4 lost everytime they send the isk.
so we can postulate the CCP knows who are the isk sellers. then why dont CCP ban them??
and my theory is..
because they dont want to.
CCP infact likes isk sellers. these farmers own lots of accounts. and because they always get to remove the isks, eve economy is unscathed. they get more money and lose nothing.
and i support my theory with the fact that CCP controls EvE fully, therefore they know the flow of isk and they know who the sellers are. they do not ban these sellers. its not hard at all to trace the isk, because isk must be stockpiled before being sold. we know that ccp can easily know who the sellers are. yet they do not ban them (evidently).
tl;dr
ccp dont ban sellers because they can prevent damage to eve economy by just removing isk. these sellers pay CCP money for their farming accounts. CCP benefits from farmers.
now i beg you to read what i said and argue for or against it based on its merit.

CCP punisk isk buyers and ban isk sellers at the same time. They track isk movement, wraith to be sure and to get the isk seller whole network, then they ban them all in one single operation and punish the isk buyers all in one swoop.
That is why you see people coming in forum crying about the removal of isk in group, then it all calm down for some time.
Banning them 1 at a time will not harm the network. While CCP can get a fairly idea of who are some of the people farming isk for the sellers, removing only them will have a far lesser impact and can hit some innocent bystander as errors are always possible.
Waithing to be sure to hit the right targets, included the boss is much more efficent.

There are many such ways, young padavan. For example isk seller buys fast sellable item x (e.g. a load of zydrine) meets isk buyer in a savespot, jettisons the item, buyer picks it up and sells on market. 100% trackfree, but there are some other ways aswell.
To the rest of your theory: i think the damage (in form of upset players) isk sellers do is bigger than the profit ccp gets from that few extra accounts, so there is no such reason to tolerate them.

there is this weird thing where people think if you jettison stuff CCP doesnt know who picks it up. how could you possibly know this to be true. did a dev just randomly went "oh if you want us to not be able to trace your item transfer, jettison your stuff and get someone to pick it up". you even said 100% trackfree. with a grace and aura of absolute certainty. but you couldnt possibly know.
