For fleet use this is what I've been using:
Hi: 3x Advanced Limos Missile Bays Med: 5x Initiated Multi Spectral ECMs 1x Large Capacitor Battery I Low: 2x Initiated Signal Distortion Amplifiers
That thing has gotten us out of quite a few scrapes. The idea is that if we can't handle a fight I jam the tacklers so everyone else in the gang can gtfo. So since the cost to lose one of these is so low, I don't mind sticking around till the other guys get their more expensive stuff out. I have the skills to fit it with all T2 modules, but can't justify the cost.
I'd like to give it a shot solo. I think I'd have to pick my targets very carefully, but could it work? I'm thinking:
Hi: 3x Advanced Limos Heavy Missile Launchers Med: 3x Multispecs (or should I go with a caldari/gallente/Minmatar racial setup?... don't run into too many amarrians), web, scram 1x Cap Battery I Low: 2x Signal Distortion Amps
Any thoughts? This is a fun little ship to fly.

the problem is that you wouldn't be able to kill anything bigger than a frigate, you could definately have a chance at keeping them from doing anything, but solo just doesn't seem too viable without any sort of dps help.

Yeah that's pretty much what I was thinking too.
Plus with only 3 jammers, the chance of losing my jam is pretty significant. Oh well, it's fun to fly in a gang :)

It wouldn't hurt to try. Sure you won't be able to kill the pvp masters. But I doubt you will ever run into any of those. It'll kill a few things. Go for it.

For solo PvP fit with small neutrons, nos, neut or smart bomb tackling stuff, jammers, biggest plate possible and sda/EANM/DCU/rep.
Will take a long time to kill stuff but should make it in the end (obviously if you can find out what you'll be fighting fit racials)

What's the cap battery for in the gang setup? I fly the BB quite a bit and don't have many cap issues....even with all the jammers running (thanks to the new patch). Have you tried removing that battery? Might free up a mid-slot. You may need the battery or a cap recharger for the PvP set up as the web and scram will eat up your cap. Just a suggestion.
As for solo work...not sure this is the one. Frigs should not be a problem, and 3x multi-specs will perma-jam a frig (with decent ECM skills). However, anything larger will laugh at you, call for their gang, pop open a beer, and wait for you to miss a jam cycle. 
You're right though....it's an AWESOME gang ship. It has the ability to remove 1 or 2 ships from a fight....this means your gang can take on larger numbers or heavier hitting ships.

Yeah the cap battery is because truthfully my cap skills aren't great :( Got em queued up in EVEMon though! Never really been an issue before as I tend to fly passive shield tankers.
Also using 5 multi-specs uses a lot more cap than the racial ones. I might be better suited to fit 6 racial jammers in the gang setup, I think I can run that for 25ish minutes before my cap runs out.
Do people tend to fit multis or racial jammers?

I use 4x Multispecs (Hypnos if I can find them and feel like losing them) 2 Signal distortion amps, a shield extender a signal booster (lock time). The Blackbird is probably one of the flimsiest cruisers in the game and doesn't really carry enough firepower to make it worthwhile using bigger weapons so I use assault missile launchers and a smartbomb purely as point defense weapons against drones and the like. The minute my BB starts taking any serious fire (beyond a stray drone or two really) I warp out. Even with an extender on a blackbird can be torn apart in a few seconds anyway - it just buys you a bit of time in the event of lag when it comes to clicking that warp. I've found that the BB can only really effectively run 3 jammers but I have a fourth ready in the event something needs better coverage.

I GENERALLY fit multis because it gives me more flexability. If I have an idea of what we are going to be fighting (I.E. alliance sees the target can calls for a gang or whatnot) then I'll swap out a few multis for a racial. I ALWAYS fit at least a FEW multis though, because if intel was wrong that 1.0 base jam strength on racial secondary jammers is pitiful even with good skills ship and fittings.
