I have a Badger and a Cormorant. I need to transfer both of them into another system. The solution as I imagine it - to pilot one of them to the destination, then eject and bring the capsule back, enter the second ship and pilot it to the destination.
Is there a more safer way?

Move one, then buy a shuttle to fly back with. Keep in mind you can use any shuttle (not just your race's). Thats much better than your pod and are for sale at most stations for 9k.

You're original thought is correct. You would pilot one ship to the destination and then either eject or buy a shuttle and go back for the other one. There really isnt a safer way to do this short of having a capital ship cyno it there. Which of course only applys in lowsec or 0.0.

Could always just repackage the Corm, and load it into the cargo bay of the Badger.

I also have a number of Rookie ships repackaged in my hangar. I pick them up everynow and then (2 fit in the cargohold of my Industrial) and drop them in systems I prefer. Rembember you get a Rookie-ship for free whenever you dock to a station in your pod. Providing you have no ship there. Since travelling in a pod could sometimes be dangerous (there are some evil players in EVE) I select two stations that are very close to each other. I leave my ship in one of them and dock to the next. That will always give me a free noobship.

That would work, if people were willing to pay money for the ship that as you so rightly note, they can get for free. And that wouldn't be an exploit, that would be transacting with stupid people, a la "selling sand to the Arabs".
Besides, I would expect (though haven't ever actually checked) that rookie ships aren't a market-sanctioned good, so you'd have to sell them through contracts or via manual trade. It just ain't gonna work...

What I've done is to buy a Shuttle Blueprint. They're cheap.
IF - the hold of one ship ISN'T big enough to carry the other ship - OR - I don't want to lose the insurance on the smaller ship by Repackaging it (repackaging nullifies your insurance), I carry the BP and enough Trit with me in the first ship, make a shuttle at my destination, fly it back and pick up the second.
OR I can often repackage a shuttle I've made, put IT in the cargo hold of the larger ship and fly out there with that. I don't think you can get anything smaller than a shuttle - and you don't have to worry about insurance as I don't think they'll even let you insure one (just as they won't let you insure a rookie ship).
Also - if I need to go pick up a new ship (or bring one back to base)- I just make a shuttle at my base, fly out to pick up the new ship, reprocess the shuttle IF it won't fit in the hold of the new ship when repackaged, then fly back with the Tritanium I got for reprocessing the shuttle in the hold instead.
You can't always count on there being a Shuttle in the base you are in but if you've got your own Shuttle BP - you don't need there to be.
Of course ... the other thing you could do with that BP ... is to make Shuttles and sell them but there's not much profit in making Shuttles.
Your problem comes when you don't have a ship with a big enough cargo hold to carry a repackaged shuttle or there isn't a manufacturing facility at or near your destination.
At this point - you're stuck with the old trick of doing as mentioned and flying your pod to a nearby base where you don't have a ship and the game will give you a rookie ship.
Given the choice - I'd rather travel in a shuttle.

The Rookie ship can be used for more than just transit - and it does have a much larger hold - but other than that - if you just want to get around, since that is it's purpose in the game, the Shuttle beats the Rookie ship hands down.
As to making a profit off of free Rookie ships ... the only way you could do that would be to reprocess them. If you flew to a base in your pod to get a free rookie ship - and then reprocessed it ... would the game give you another? I don't know if you could just sit there reprocessing free rookie ships or not - but - I can think of more profitable uses for your time ... I've no idea if that would be considered an exploit or not.

500m/s is the base speed of a shuttle, each lvl of Navigation skill you train increases that by 5%/lvl
Remember, shuttles are cheap and fast to go to warp, compared to many other ships ---

Buy a shuttle - they're cheap and easily resold.
Buy at approx 9k - sell for about the same. The difference is the "rental" fee. sometime you can even make a profit.
If you don't want to keep buying and selling, keep the shuttle - just make sure you can move it in the Badger. e.g. Take Cormorant, buy shuttle, fly back pick up Badger and carry the shuttle.
If you plan it right, you can make several moves. Yu can even transport several ships in this manner. Just make sure the badger is in the right place to move all the shuttles.
