Just a random thought:
Give the cov ops frigs the same bonuses the Electronic attack frigs get while keeping their original bonuses, and remove the Electronic attack frigs from the game.
This would make them Very useful, for example; you scan out a target and you can keep him there scrams and ewar to protect your self until backup arrives.
Secondly Give Stealth bombers the ability to use the Cov ops Cloak.There would then be distinct reasons to use either frig.
Cov ops for scouting, scanning, ewar support Bombers for scouting, Bombing ( assuming they fix this ), and anti frig support.
Any thoughts?

I agree that electronic attack frigates are redundant , but covops are good enough as is. The helios was quite good at tackling before the damp nerf.

I disagree that the EAFs should be rolled into the Cov Ops. Taking a look at the T1 Caldari Frigates T2 counterparts they are natural extensions of the lower Tech ships.
Another factor is trying to put so many roles into a single ship. The Buzzard's (and Heron's) sole purpose is to conduct scouting functions, be it scanning, surveying, or probing. The Manticore (and the Kestrel) is a missile boat. The Kitsune (and Griffin) is an EW platform.
Most of these ships if you try to do two things at once (for example Probes and EWar) will not have the necessary CPU or Power to do much other than cloak and hide. Even Recons can have trouble doing both Probing and EWar.
I agree that it can be difficult for a Cov Ops to probe down a target and keep him there, but designing the Cov Ops for 'tackling' takes away from the Interceptors intended purpose.
T2 Frigates are suppose to have narrowly defined roles that they are great for, if you try to use them in another role then they will at best be fair at it.

Rubbish idea.
All the ships have a defined niche and are good at what they do at the moment. What you are asking for is overpowered.
If you want to scan someone down and tackle them put a scan probe launcher on a recon ship (or on an interdictor for that matter!).
