Yup... there's about a thousand people in Jita and very few GMs. I'm assuming at this point "stuck" and "jita" go hand in hand

You mean stuck, and as the number of petitions in that group can vary from minute to minute, much less day to day, I think they are handled as well, or better, then can be expected in most cases.

Should not be more then an hour. If Jita is the reason they cant handle stuck petitions fast enough, thats their problem. Its their game design and only they can fix it.
And waiting longer when jumping into Jita helps too. Don't log off because it takes longer then 5mins to load.

Yes, I clearly remember when all the Devs were like, "OMG YOU SHOULD GO TO TEH JITA!!!!1111" Because they clearly created Jita, and intended it to be a huge hub. Excellent powers of observation good sir! You must be the next Sherlock Holmes.

I got that memo, didn't you?
On an aside, Jita (and 4 other systems) were created to be regional hubs for trade. You might have heard of them, Amarr, Rens, and Luminaire (being the others). The old Jita had this same issues back in the day (over 3 years now) called Yulai. If you haven't been there, I'd go, It has cool stations in the system.
The reason? Super highways were in the game, that allowed for quicker access to the rest of the universe. Well the super highways were destroyed, but the mega-economy never diminished. Instead, Jita becamse the new Yulai, and nothing has been done to fix it since the last time.

The worst things its not Jita problem, i was stuck in fleet battle (we try kill BoB titan yesterday) and cant enter back about 1hr ... lol got answer for this petition today :)

That's cuz the GM's main who is responsible for your area was stuck in a titan... maybe around the same place

Yes it is possible to get faster response times on stuck petitions, just as soon as you little lemmings quit going to jita and opening them. If ignorance gets you stuck what makes you think ignorance will get you out?
