I've been doing level two missions in a auto-cannoned Rupture, and want to move up to level threes in a Hurricane. After much reading and studying of modules etc I've come up with this:
Highs: 6x 650mm Scout artillery, 2X Limos heavy missile. Ammo to suit mission.
Mediums: 1x10MN AB II, 3x Eutectic Capacitor Charge Array
Lows 1x Medium Automated Carapace Restoration (To be swapped with TII repper soon), 2x mission specific hardeners, 1 x Damage Control II (seemed more useful than EANM), 2x Counterbalanced Weapon Mounts.
Drones: 4 lights, 1 medium type to suit mission
Rigs: This is what I'm really unsure of, having not used them before, and due to their nature I don't want to screw it up. I was thinking maybe 2xCCCs and maybe a Nanobot Accelerator?
I can't use EFT, I'm on a mac, so I'm not sure of any numbers, I'll have to find out by using it. Does this look ok for level 3s? From here on in I'll be working on t2 skills and fitting skills to improve my fitting as I go. Any suggestions, criticisms, "what are you thinkings?" would be helpful.

Not yet, WU IV is next on the list to train along with Repair Systems IV. Should I train these before I take it out?

Honestly, yes. You really want as much gank as you can get with your tank holding out in missions.

My own setup isn't so different from yours: 6x650mm T2, 2 Heavy arbalest 10mn AB II, Web II, Targetpainter II, tracking computer II (I have scripts in my hold, but as the range script only gives 2km with nuclear I usually leave it out) 1 MARII, 3 energized membranes II (depending on rats, sometimes with an EANMII), 2 gyro II I can run the repper nearly infinitely long, and I'm sure I could by just slapping on one CCC rig. But as I usually run through lvl3s without them even getting through my shields it's just a way to waste isk ;)
6 T2 drones (I rather do a little less damage but have one light drones in reserve should I get pinned down by NPC web/scramblers)
You could mabye lose some of your eutectic cap chargers and see if your setup still runs cap stable and put something else in there instead.

3 cap rechargers might be a bit overkill, I think you can permarun a t2 repper on two (definatly so if you make them t2)
I do prefer to use range to tank level 3s as only missiles will hit you from about 25km and out. 720s with two tracking comps in range mode will push your optimal well beyond where most rats will hurt you, even fusion/pp ammo, so that's a safe bet if you're uncertain about your tank. You can for instance pop everything in "Gone Beserk" from the warpin point and finish the mission without even turning your repper on if you have the decent (no T2 required though) gunnery skills
