Best way is to send me 1 billion Isk.
On a more serious note, 0.0 ratting or some heavy missioning are the fastest ways that I'm aware of.

Go to Ingunn and camp the station at moon 21. Remember to pod all the farmers you get. In that way you can get a perfect -10.0 in less than a day.

I like your interpretation.
However, here's what I recommend for what I think the OP really means: Train the skill Fast Talk up a few levels, then go run missions. Or if you have access to a good ratting system, go rat for a while. But train Fast Talk.

lvl 4s also do wonders, especially if they are not yours.
the ravens drop navy issue stuff in their loot.

The *fastest* way to raise your sec status is to rat battleships in 0.0 space. You will gain sec status once per 15 minutes, per system. So you gain sec status faster if you kill a BS rat in one system, then kill another in a second system. You can, of course, repeat this process to your hearts content.

they did... but then it got fixed again. At least it worked for me about 20 days ago

isk is not an issue - thats why i really cant be botherd npc'n to grind teh sec up :( i guess ill train the fast talk skill and go into 0.0 for a few days..
why cant we bribe concord anymore :(:(
