What do you recommend for a Merlin to be able to do basic PvP?
can someone please supply me with T1 and T2 set ups please

ill re phrase it, Would you do pvp in merlin?
Is it a good ship to learn in?? as im learning the dark arts

As long as you can get in range to hit with rockets, but a decent opponent will have you on toast before that and likely keep out of your range as soon as he sees what you are shooting. Kestrel with precision light missiles gives a little more versatility imo

2x Shield Power Relay
1x Warp Scrambler 1x Stasis Webifier 1x Medium Shield Extender 1x Small Shield Extender
2x Rocket Launcher 2x 75mm Gatling Railgun
Cheap named with T2 to taste. Fits with around 3/3 engineering/shield upgrades. If your skills allow, swap the rails for 200mm ACs or light electrons. With the ACs, you can trade a SPR and the small extender for a PDS and an invulnerability field for a bit more tank.

Highs: 2 light neutron (tech 2 when possible) 1 Rocket Launcher (tech 2 when possible) 1 Small Nosferatu (best named or tech 2) - to run your small shield booster.
Mediums: 1 MN Microwarp drive (tech 2 when possible - a bit of a luxury here) 1 Stasis Webifier (best named is pricey, the X5 variety is a good bang for your buck) 1 Warp Scrambler (tech 2 is nice giving you a little extra range - again luxury) 1 Small Shield Booster (tech 2 when possible - honestly if you're going to have a tech 2 item this should be the priority)
Lows: Magnetic Field Stabilizer (tech 2 when possible) Micro Auxiliary Power Core (mandatory for the microwarp drive and small shield booster).
***EDIT*** I realize this setup looks skill intensive and pricey - that's why I said use tech 2 when possible/deemed necessary. Make sure you at least can use the micro auxiliary power core, the microwarp drive, and have electronics and Engineering maxed out. Weapons upgrades IV helps by getting you a tech 2 magnetic field stabilizer, AND reducing CPU needs of your weapons.
This will get you a nice tech 1 ship that can take a little beating and tackle for your gang, while throwing out a little bit of damage. There is no point in throwing a point or web on your target if you can't maintain the range on your target - without a microwarp drive everything will just escape you before they go down.
The NOS is useful for keeping your guns, and mods running - and give you a chance to get a shield rep cycle in here and there.
Lets be honest, you're not going to do the damage of a kestrel/Rifter with this ship, but you're going to tank a whole lot better than them.
DPS isn't everything, if you don't survive, your DPS goes to 0. Most people don't use blasters on merlins because theyre slow, and have no damage bonus. I'd like to point out, you still get a range bonus, and during combat a lot more of your shots will hit the target than an incursus, because most times your combat is not in optimal.
I used to use 2 rocket launchers on this setup for more damage, but without a cap charger its difficult to maintain your tank. The Merlin gets very nice resist bonuses - your shield rep tank can make use of that by having to rep less damage per cycle.
Pick your battles, its a slow and heavy ship. Once you're in - you're committed - you will surprise many pilots (especially c o c k y Rifter pilots) once you get close and have webbed your target and NOSed them.

Possibly, but not if he trains his skills right.
