I have two accounts both in NPC corps for the moment. The system where I have my current base set up has a few solo miners in it who seem to be pretty lax when it comes to can security and I feel the need to remind them of the dangers of jet can mining.
My question is if I flip Miner X can with account A and then come in with a hauler on account B and empty said flipped can who gets flagged?
I assume Account A would be flagged as thief to Miner X and Account B would be flagged thief to Account A. What I'm wanting to make sure of is Account B would not be flagged to Miner X. Basically stealing his ore and keeping Miner X from getting it back without shooting Account B and calling down the wrath of Concord.
Also can you tractor someone elseÆs jet can? If so how does flagging work in that situation?

Unsure as to whether you can tractor someone else's can (don't think you can though).
However, yes. In that scenario where you take Miner X's ore with Account A, Account A is flagged to Miner X (and his corp) who can fire upon Account A without consequence until the aggression timer elapses. If you then take the ore from Account A's can with Account B, Account B can be fired upon by Account A (guessing you don't want to do this however). Miner X on the other hand, cannot fire on Account B without bringing Concord down upon themselves (or if Account B takes from Miner X's can).

Yes, the thief is flagged to the miner and the hauler would be flagged for the thief.
And no you cant tractor someone elses can.

If you aren't in the same corp(non-NPC) then you can't tractor another players can. The exception being if you're ganged together, and both in space in the same solar system. So if your Account A and Account B where ganged together and both in space you could tractor your alts can. But you could not tractor a random players can.
Otherwise the rest of your questions have already been answered.

sounds like it in my opinion. Changing ships..wonderful, changing accounts to get around concord...a bit dodgy.

Its exactly the same as me canflipping a miner, then having a friend in a different corp fly in a hauler while ganged, and pick up the can i just stole, perfectly legal
