I'm sure this question has been asked before, but I did some poking around and haven't been able to track down the answer.
I'm looking to get into exploration, and it quickly became apparent that Cov Ops is by far the best ship class for the job. I fly mainly Gallente, and figured that skilling for the Helios is going to be the way to go. Don't have Gallente Frigate V yet, but it would mix well with my drone skills for an Ishkur. So I fire up EFT to take a look at how I would fit out a Helios and found what appears to be a fatal flaw for the ship, the 2 Hi-Slots. One is obviously earmarked for the probe launcher, and unless I want to be stuck exclusively in Empire, I'll want a Cloak as well. That leaves me without the capability of fitting a Salvager, so I'd either need have an alt or friend, or go refit in a station.
Is this less serious that it initially appears (I guess if you spend the better part of an hour probing out a site, then what's a few minutes refitting)? Is one of the races' Cov Ops considered the best and why?

Typical thing is to bookmark the finds and come back in ship fit out to do whatever exploration task you found (mining, archaeology, combat, hacking, salvaging) and clear out the guardians.

I wouldn't even fight a T1 frig in a covert ops, it's just not a combat ship. Since all exploration sites have NPCs that need to be killed making a bookmark and returning in a combat ship with fittings to harvest the site is your best bet.
I personally like the myrmradon, since it can't fly a BS and it has a good sized cargo for your loot. I've also heard recon ships are good to help avoid getting killed on your way home (as has happened to me).

Yeah the covops is a paper plane (as I've previously stated elsewhere).
The best way to scope out a site once you're within one jump ie. when the range is in Km and the accuracy deviation is zero is... Ensure you have bookmarked the position you're jumping from, ensure that your ship is UNCLOAKED, eject and then warp into the site.
The NPCs will not aggro you as you're already in your pod. Dangerous I know, but it is mentioned in DNightmare's exploration guide and it does work. Much better than risking being decloaked and aggro'd by half a dozen BS as they pop your 100+ million pride and joy.

Just be sure that you are far enough away that your unmanned ship is not then caught in the deadspace warp restriction when the site is spawned.
As far as covops go, the Helios is actually viewed as a pretty good 'all round' covops ship, and as you pretty much have to go back and refit to run a site anyway (there are usually rats guarding even profession sites) the lack of a hi slot isn't viewed as crippling. The Cheetah is often viewed as best for low sec dodging about evading enemies, etc.

Thanks for all the responses. What goes in the mids and lows, then? Nanofiber, overdrive, AB/MWD and cap recharge mods?

I put Inertial stabs in the lows, and sensor damps in the mids with an AB or MWD to taste. Your only real weeknesses are when you undock, and if you run into a gate camp.
Undocking you're too close to the station to cloak, so you eather need to warp away fast or redock.
With gate camps you can normally re-cloak as soon as you start moving and just fly out of the bubble, or warp away if their is no bubble. You can hit your AB or MWD right before you hit the clock and get a speed boost for a few seconds. I like an AB for this situation, as sometimes something prevents you from cloaking (biomass is a nasty one) and the inflated sig radious means you'll be insta locked. With an AB you might just be able to fly outa range and cloak before you get locked by someone.
