I know that by far the best low-sec scout is and covert-ops and the like. However, I don't have time or money to train for one so I thought prehaps the condor.
If you gave it a microwarp drive, shield booster and cap booster, it might be able to escape camps, escpicially with the shield booster to stop small ships destroying it and its sive and speed protecting it from bigger ships. It might just work.
If you think I'm a. mad b. onto a good idea or c. think it just needs a bit of adjusting then please post replies.

High 1x Standard missile laucher
Mid 1x MWD T2 1x Cap recharger T2
Low 1x Nano
Speed 3.4km/s and you can perma run it

Should work great as do all the races speedy T1 frig variants. Drop the shield booster though. It wont save you. More speed the better. Throw a cloak on there and you have yourself a very cheap scout.

Executioner is better in almost all ways.
Less mass A little less shield, but a lot more armor and hull An extra low for another speed / agility / mass mod Smaller sig radius More cap
All at the cost of 15m3 of cargospace!
Train Amarr frig 2, use it, love it.

Good luck fitting a cloak on a shuttle...
A T1 frig with a few mil of mods is much more useful, survivable and fun

edit: I realize the OP only mentions low-sec and not 0.0, so yeah, no bubbles, but still the points remain valid imho.
A scout not the one who is meant to live, its the vessel the scout is scouting for that matters.
You have the right idea of a t1 frig over a shuttle, but a few mil of mods doesn't make a big difference over stock t1 (even unnamed) mods if you run into a bubble camp. It falls down to how close to the tackler you jump in, how deep you are in the bubble, what kind of ships you jump into, etc. Going 2.0 km /sec away from a gate (condor, t1 mwd) vs. 2.5 KM/sec with top-named gear isn't a big diff. If you got a inty/nano-ed cruiser/etc 10km from you on jump in, you got about a 2% chance and thats if the guy is asleep and didn't notice the gate firing and has local minimized.
Basically, keep the the scout cheap, but somewhat effective. If you try to beat every camp you'll just waste money failing. But with a t1 frig with a mwd you can at least check out the other side, check the local count, and MAYBE get out of a solo camp or camp of big, slow ships.
Using rookie ships is just plain stupid, the shuttle is better than a rookie ship as last resort. The fact is that REAL people DO NOT use rookie ships, only lazy scouts. Taking that into mind, you really think that Force Recon cruiser on the gate is gonna uncloak to pop the rookie frig when he's got a 50% chance the moneybag indy will jump in if he plays dead?
If we are strictly talking gate camps, mentioning a cloak is funny since a bubble doesn't LET you cloak and after you jump in, your ship will flash on the overview when you move forward to get out of the jump cloak to enable your module cloak, either way you ain't fooling anyone-- just another 1-2 mil lost when someone pops you.
