This is a bit of variant of the 'mini-freighter' concept.
One nitch in high-sec that I do not generally see serviced is that of the small merc corp, flexible solo-missioner, or the nomad. Something these groups are lacking is the ability to pack up their things, including multiple ships, and relocate. Current industrial ships can carry a small number of smallish repackaged ships, but even the largest indies can only hold one or two ships (esp if you throw in a cruiser or battlecruiser). With the introduction of rigs repackaging is not much of a solution for a move anyway.
So the idea would be this: a ship that functions like an industrial ship but is mostly maintance bay. No launching while in flight, no fighters, etc, just the space to transport multiple fully assembled ships from point A to point B.
Such a type of ship could probably be broken up into different sizes depending on the needs of the user. For instance, a small ship for solo L1-L2 runners all the way up to a large one capable of moving an entire wing of cruisers for a small merc corp.
Granted one can always train up to a frighter, but that only really helps players and corps much further along in the game. A low end version of this ship would really be more oriented to newer more mobile players.
This would really help people who use agents that have a good split of mission types (for instance, one usually needs separate ships for 2000m3 courier missions, kill missions, and mining missions).

Sadly freighters suck for the intended purpose as well as you have to repackage ships. a High sec non-jump capable ship carrier would be great to have around.

I thought about the exact same idea a few days ago. But I was thinking about a module that converts cargospace to maintenence bay space. Great idea. Now we'll just hope that CCP will listen

little to no offensiv capabilities but a nice tank to prevent gankers and a HUGE SMA to store those ships...
im talking space for several battleships at least....and a reasonable cargo bay...no jump drive...
could be fun methinks...and nifty

As much as I'd like to be able to transport half a dozen ships when I move around, it has to be implemented in a way to completely rule it out as useful in mining ops.
Built in nerf to mining yield (-50%), max 50MB drone bandwidth and inability to open jetcans - as well as the inability to launch ships whilst in space as suggested by Nekopyat.
Definitely enough space for a handful of large ships and a good deal of cargo.

Give it a big tank (Command Ship-level), A ship maintenance bay for one Battleship or sundry smaller vessels, and skill requirements of a freighter (maybe a different book for it, but Adv. Spaceship Command V and racial industrial V) and you're in business. Go ahead and let it open jetcans, but only give it a 500m3 cargo bay. Can't stack crates in the ship bay, and the "ammo only" rule would naturally apply.
Edit: When I read the OP's mention of merc corps, all I could think about was Star Fox.
