you guys are kinda missing the point of the ship its not a combat ship at all its for exploration and thats it, thats why it can cloak Support Exploration! |

Reason: large cargo + covop cloak means that it would turn essentially into a covop blockade runner, which seems too unbalancing to me.
Note, I am not saying that a deepspace explorer is not a good idea, just that I don't think it should be realized in this way.
I think that a deepspace explorer should be a cruiser/BC class ship with the following requirements: - same astrometrics bonus of the astrometrics frigates (covops should still be top of the line in exploration). This would mean that the scan time of my char, fully skilled in deepspace exploration, would be 150s instead of its current 100s on covop or 200s on a generic ship. - Enough tank/firepower to be able to run professional sites in 0.0 (otherwise what's the point, you still have to change ship even to run a professional site). - Enough CPU to be able to fit the probe launcher together with a normal cloak and the tank/firepower (you are assumed that you do not dock to online 3 or 4 modules). Or maybe an interesting concept, a role bonus that allows easier onlining/offlining of modules.
I think that the stuff written above is essential for any ship that might deserve the name of deepspace exploration. Other things might be introduced to fine tune it, for example the same bonus to cloak of stealth bombers (meaning essentially that it cannot warp cloaked but still has a better cloak than most ships). Or the bonus to hacking/arcsal modules is nice. But there are a lot of balance issues involved if you start to add stuff to the requirements written above and it's easy that the ship might be used for roles for which it has not been intended (pretty much as the hauling carriers).
