How would recommend setting up a blackbird as an anti-support or emc during pvp?

There's no reason not to fit a little anti support as well but the Blackbird in PvP is best set for jamming or for bait (and it isn't so good for bait).
The mids should fit a Sensor Booster (Long range targetting loaded) and either a full rack of one race's ECM (if you know what you're likely to meet, Minmatar if you're hunting a nano gang for example (yes, other racial ships can be part of nano gangs but the core, and the bit everyone is going to have most trouble with is the Vagabonds)) or one racial for each race and a multispec.
The Highs can mount a trio of assault or standard launchers loaded with a mix of piranha, sabertooth and bloodclaw and the lows with either a signal distortion amp and the biggest plate you can fit or with a Damage Control and the biggest plate you can fit.

Highs: 1 heavy launcher
Mid: 1 cap booster, 5 multispec jammer,
Low: 1 800mm, 1 sig distortion amp
fit a medium smart bomb for drones if you new with the game. as you will be >50km anyways.
1 launcher is to get you on the killmails, 800mm is to give you few secs to warp out. it's cap stable, just bring a lot of 200s. 
My set is for small roaming gangs, it's not a fleet set-up as snipers would half volley pop you
