I've put together a pretty good Drake, I think, and I am wondering if I've gone too far on the tank. Let me make sure it's understood that I'd rather take longer to kill things than have to warp out, always. So I want a tank that will work for all (or close to it) L4 missions without warping out (except for when I am Neuted, that doesn't count).
Here's my setup:
7x Heavy Missile Launcher II (Scourge)
2x Invulnerability II 2x LSE II 2x Shield Recharge II
3x Shield Power Relay II 1x PDU II
3x Core Defense Purger I
Now according to EFT, with my skills, I can tank 672 DPS and do 185 DPS with Scourge. Realistically, how much DPS do I actually need to tank? Keep in mind that this is all damage types equally so it's not super accurate. I'm mostly looking for experience here, as in "EFT said I could tank xxx DPS and I can tank every L4 mission." I've yet to run a L4 (hopefully tonight now that I have my rigs) so at this point I am a certified EFT warrior with this setup.
What I want to know is if I can change up the lows a bit and add a BCU and still tank everything, or if I can even tank everything in the first place.

185 DPS is quite pitiful when it comes to completeing level 4's in a reasonable amount of time - you REALLY need to use light drones as some of the mission rats tank will hold up to this number indefninitely. As for the tank - well that tank is pretty strong but if you don't manage aggro it can still be popped pretty easily.
I'd suggest switching out your PDU and a SPR for 2 BCS II's (or whatever you can jam in there) because you're going to NEED that firepower to get missions done with in a reasonable length of time. As far as the twin invul II's - it's not a bad setup though you may want to consider rat specific hardners. Of course with only decent cap skills you can perma run 2 invul 2's without the PDU if you only have 2 SPR II's installed.
My Drake according to EFT puts out just over 300 DPS and takes me an average of 14 volleys to take out a Guristas Conquistador (1.5mil bounty rat in 0.0) if I sic my drones on them too. Without the drones it takes 30+ volleys.

Short answer: yes, you're probably over-tanked.
Here was my typical mission-running Drake setup:
7x Heavy Missile Launcher (named to fit budget)
1x 10MN AB II 3x Shield Hardener IIs 2x Large Shield Extender IIs
1x Shield Power Relay II 3x BCS IIs
This setup had far less tank than you list, did far more damage, was faster, and was able to do most level IV missions if flown smartly. The setup you have listed could tank virtually any mission AFK (as long as it's cap stable, which may be an issue with 4 hardeners and 3 SPRs), but they'll take you forever to finish becuase your firepower is limited. Just remember that the best tanking setup is not necessarily the best mission-running setup.

It's cap stable for over an hour.
How much DPS do I need to do? My old NPC Raven was only doing 217 DPS with 'Arbalest' Cruise Launchers and Cruise Missiles/Caldari BS both at Level 4, and no BCS. It could kill any spawn pretty quickly. Guess the mission BS are a bit a tougher?
In the near future I may be running two accounts at once so I'll have another identical Drake. I really wanted to be able to do them with one Drake though.

'pretty quickly' is relative. Try slapping a BCS or two on either of those ships and see how much faster you kill things.
Also, the Raven gets bonus damage in the form of RoF, whereas the Drake only gets +Kinetic damage; if you're matching missiles to the NPC type (which you should be), you'll notice a real difference between NPC types with the Drake but not as much of one with the Raven. -------------------- "I am hard pressed on my right; my centre is giving way; situation excellent; I am attacking." - Ferdinand Foch at the Battle of the Marne |

It's not an issue of being able to kill stuff, its an inssue of doing it quickly. You're flat DPS is a non issue - it's how much DPS you are doing in excess of their tank that counts. 30 DPS can make a HUGE difference if you're just barely penetrating before you get the boost. If it takes you more than an hour and a half to do a level 4 you'd be better off doing level 3's. Some level 4 missions can be done VERY quickly with a drake. Others that are BS heavy take awhile even with vastly superior firepower to your current setup.

Yes, you are correct. I was using Devastator cruise missiles on Angels. I forgot about that.
Well the tank goes down to 445 with two BCS in place of the PDU and one of the Shield Power Relays, but is even more cap stable. It does 270 DPS like that and I only have Heavy Spec at L2. I also have room to train more in other areas, I only have Shield Op/Management at L4/L3 and BC at L3 so there's some more tank right there. And then there is implants, of course.

Also, if you look over here: http://eve-survival.org/tanking.html near the bottom he's got damage setups for the rats. Don't know how accurate they are, but they've worked out pretty well in the past when trying to tweak a tank. --
