Can someone tell me what this skill does?
I tried to search for it but could not find any answers.
What are Projected ECM jamming systems? Is that the same as ECCM?

No, it's an AoE ECM usable on motherships.

Projected Electronic Counter Measures is a skill which reduces the cycle time of your ECM modules is what it says in the skill description. This is useful in the fact that if your module fails to lock down the target, there will be less time before another attempt is made. However it sucks in that you will end up using more cap in the process. So I am still in the process of debating whether or not to train the skill up.
To continue with a question of my own, has anyone trained the skill and found it beneficial or more trouble than it's worth?

Nope. This skill affects the Remote ECM Burst modules, which are used by Motherships only.

Yea the skill is for that MS only remote burst.
I've only trained the skill to level 2, as I noticed the bonus doesn't seem to be applied as stated.
But lets face it, the module has to be in the 'Most Useless' top ten.
