Hmmm... Same as to anchor it? I can't really say though.

I've encountered a number of unfueled control towers in high sec, and can't unanchor them. I think you must have to put in their password even though the forcefield isn't activated in order to actually unanchor the structure.
I know all the other POS module can be unanchored by anyone if the CT isn't fueled, but I don't know about the CT itself. Check in the POS guide in the starbase and station forum or something maybe.

In order to unanchor a tower, you must be in the tower's corp with the proper roles to anchor/unanchor. Anchoring level 1 is also required.
Now to unanchor the structures around a tower, all you need to do is destroy the tower. Anchoring level 1 is still needed for most structures.
