I would take 2b for Riflo here, has tech2 in all shielding equipment and good learning skills with decent missles, he has a standing of 5.66 with Caldri Navy he comes with a Raven,Drake .. you can send me a shout in eve mail to Riflo or post back on here.

well i am not an expert in chars and values but besides engineering, learning and some missiles and cloak(electronics 5) it is pretty low:
biggest minuses for me:
- not enough missiles
- no drones skills
- no 'weapon upgrades'
Bottom line: 2bil for this char is a bit too much imo. If you are willing to go lower on the price then maybe we can discuss more!
