That. Although, from a cost-effectiveness standpoint, gyro II is stupid - use a low-end named one for 100K instead of paying 1.25M (50% of the cost of the remainer of the fit if you fit for quality) for T2.
Also: 200mm AC II > 150mm AC II on the Rifter, since it already tracks incredibly well at Minmatar Frigate V and the extra DPS helps. If someone didn't boost the price up to 700-800K per piece, that is... I stopped buying those for that reason.
Furthermore, AB fits are occasionally useful (in low-sec, of course, stupid to run without a MWD in 0.0), but MWD can be useful as well, depending on who are you fighting. If you need to use the SAR II a lot, or are fighting a cruiser-sized ship in webrange, it's the AB you want (and a lot of luck). ABs can be exceptionally useful on the Rifter because it's a fast little bugger to start with, and AB speed with good (but not perfect) skills and T2 AB is roughly 957m/s, and a bit under 900 for the very cheap cold-gas. Add some skirmish warfare skills and a gang to make use of them, and you're set ;)

If you're running an MWD + Scram on a Rifter, chances are you're going to be faster than most of what you're trying to bait in Empire, so a web might not be required. Rifter can VERY VERY easily go over 2km/s with a MWD, 200mm plate, and no speed mods. That's faster than most mining ships/industrial ships... 
Could actually permarun SAR II/20Km Point/MWD with a Small Cap Booster w/ 50's. But if you're permarunning the SAR II, you might want to drop the plate for a DCU or EANM or something.

I would swap the gyro for a dcu. That or for the SAR and then fit a bigger plate. --------------

The first fit w/ 200s instead of 150s was what I used mostly as a beginning pirate. With low skills you can run into cap problems as mentioned that make it tough to run your SAR and everything else. The way I coped with this in the beginning was a small NOS in place of the rocket launcher since my missile skills were pretty lousy anyway starting out I wasn't losing out on that much DPS and it helped insure I'd have enough cap to keep the point on and do some repping if needed to be able to stay in the fight and keep the target locked.
Keep in mind that this whole fit is just a dead frig if you get webbed at the wrong time but they are so cheap and as a new pirate pilot the effectiveness you can have with this ship as a cheap tackler where you orbit at 500m if the target doesn't have a web is well worth it. Have fun.
Edit: I hope Stork was just joking btw. Whatever you do DON'T put a bigger plate then 200 on your rifter. They are speed tankers first and foremost and with low skills it's the speed that's going to keep you alive longer then a few more armor points that slow you down and make you get hit more easily. I can probably count on one finger the number of times I ever flew a rifter with any plate tbh.
