I am rather new to the game so perhaps something like this already exists, but if not here goes.....
This game is all about organization and planning. It takes a great deal of basic mathematical work and a large deal of multi-tasking. For a new player that is broke and must learn to balance their ISK expenditures it can be quite tough. I have yet to find a way to set it up where a defined % of my income ( be it from bounties or agent mission rewards ) goes into a saving's plan. For instance I want to buy a Kestrel and I know the price is (for instance) 185k ISK. I would like to put half, 50%, of my monetary income towards that and still leave myself enough to buy charges and other things for my current vessel.
While it may boil down to nothing more than writing a note and keeping track of it myself, it really goes along with things that are already established and available to players in-game that are along those lines.

Be quite a handy idea really and nice to know you have that pool of isk in the savings in case the **** hits the warp drive. Shouldn't be that hard to work in either a similar effect is already there in the form of corp tax in that most (but not all) monetary income gets siphoned off by a set percentage.

So long as there is no "Earned Interest" it sounds reasonable.

signed for an in-game bank account separate from your wallet.
it sucks having to make a money alt or put up a bogus buy order to protect your cash. As it is now, 1 major market fu*kup (miskey) could kill your whole wallet.

every account has three characters assigned to it; just make an alt and put your money into that alt's wallet, for safe keeping.

Last time I checked Eve was considered an MMORPG... that is... Role Playing Game. Why use an Alternate character as your banker when most of the system already exists to have a "savings account".
