Individual should be limited to 2 or 3 times his/her skill to use slots. As for corporate I suggest double the combined total of the corporation employee's skill to use slots. Note in neither case should the individual nor the corporation be allowed to use more than the total of the skill to use slots. The multiplier should only apply to renting slots.
A modest increase in the number of factories and research slots is probably necessary. With any luck the code would easily allow going up another bit.

I personally don't like the idea of placing arbitrary restrictions on the number of slots that one character or corp can rent. It's unrealistic and nerfs the chance of their being a decent real estate market. Besides people will simply use alts to double or triple their number of slots anyway.
A FAR better solution is for the NPC corps that own the stations to simply start charging rent that is in-line with the slots market value. This could be achieved by adjusting the rent according to the level of occupation of slots in the station, system, constellation and region.
I would be really surprised if more than 20% of all slots in the game are being used at the moment so I really don't think we need anymore slots, there are plenty for everyone.
All that needs to happen is to have the rental price adjusted according to supply and demand, then all these people who have dozens or hundreds of unused slots would simply not be able to afford to keep them because the simple fact that they have them makes the price go up.

That would indeed solve the problem.
It would however be considered unfair to those smaller corps that have space in good locations now. Because the net effect would be to squeeze out all smaller corps from good locations. Admittedly a "market" approach but one that hasn't been implimented up to now.
And I'm not one of those small corps. I have one factory space rented and it's WAY out in the boonies.

Is it really unfair for someone to own 500 slots? No. But good luck them paying for them. I think as the availablity of the slots goes down...the station owners of those slots should increase their rents dynamically...not weekly or per/patch.
