Funny thing is, it might not even be a myth. Continuation passing languages like Scheme and Stackless tend to require you write your own 'scheduler' to handle concurrency. Stackless tends to lead to O(1) switching (thats a good thing), but gives you the choice how it happens. Now normally a truly 'fair' scheduling is a good thing. A process makes a request, it goes in a queue, and is dealth with in good time. The problem is, 'fair' scheduling might not be best scheduling for a real time game. Some thing SHOULD be ahead of others (It might be for example acceptable to be a bit lazier about processing a jump in, than dealing with a direction change for an inty which needs to be a bit more promptly processed). So assuming CCP sees it this way, the scheduling might be a little more complicated, and within this , its possible that its actually scanning from bottom to top the list of object ID's looking for unprocessed process triggers, and dealing with them on a case by case basis for priority. The problem is, that this means an old character will get seen to first.
Honestly though I doubt its that. Its far more likely that its actually drone [and perhaps missile?] spamming that 90% of the problem.
