I had a friend with the same sort of problem with another game.
He also told me that he can't upload a spraypaint: reason being that he does not have admin rights.
That pc only had one account, and that account had all admin rights, like you he checked for the rights, and everything seemed in order.
I told him to really log on, on his admin account (you may know this or not) but the real admin account has more rights then your normal account, after doing so he tried it there and it worked, i suggest you do the same.
Login under Admin, and not your account, and try again.

Easy fix for this one (at least it fixed it for me) if you're on Windows XP with a computer that doesn't have DX9 preinstalled :) ... It's an issue with the DX9 install, if your computer doesn't already have DX9 then you will get this error.
Download DX9 from the net Microsoft Download DX9 and install it ... then reboot your computer. Eve will load up fine.

There was a time i simply could copy only the Eve folder to a memory stick plug it in at work start up the game and play during nightshift. Now with the stupid 3DX crap its all over.
Why isnt this directX crap still not fixed ?
Indeed very annoying.

Go to the above mentioned original thread and you will see that i already did all installations straight but the problem prevails. It's really an issue about how CCP looks up for the right DX version.

It seems to be just a problem with EVE doing a check for a properly installed D3DX.
Why doesn't CCP simply disable the check until it works for everyone?
Or provide us with a download link to a 'disarmed' version, for those who can't play otherwise!
It's 3 weeks for me now, I can't log in to my 2 accounts and my chars are sitting idle because training is finished !
C'mon CCP - get active on this!

Did you try to reinstall Windows, install all latest drivers *first* and then to install DX9, by executing CCP\EVE\bin\RedistD3DXOnly.exe as it suggested in the cross-topic?

try placing the d3dx9_35.dll in the eve folder you may still get an error just click yes and it should run I say if it runs there then it is missing where eve is looking for it

Bohoba it won't work. Firstly, because DX is not just one d3dx9_35.dll file.
In Windows\System32 I got at least:
d3dx10_33.dll d3dx10_34.dll d3dx10_35.dll d3dx10_36.dll d3dx9_24.dll d3dx9_25.dll d3dx9_26.dll d3dx9_27.dll d3dx9_28.dll d3dx9_29.dll d3dx9_30.dll d3dx9_31.dll d3dx9_32.dll d3dx9_33.dll d3dx9_34.dll d3dx9_35.dll d3dx9_36.dll
and thats not everything that DX contains.
My only conclusion the OP has corrupted Windows installation. Reinstalling windows, latest drivers and DX should fix the problem.

I would agree in the installation bit, but I just got a USB flash disk working this way (work) does not allow installing of drivers or access to the needed directory by placing this in the EVE directory/ and Knowing that a program first looks for drivers .DLL's were it is told they should be if not found it will look into the root directory (where the program was initiated) this has always work for years as far as I know.

Bohoba not really.
DirectX technically implemented as COM-objects and accessed via COM interfaces.
To access COM-objects the application does not need to know what dll-s it need to import and where to look for them. All it need to do is to look into system registry to find by CLSID (identifier) required module to load it up. Which means simple putting dll without proper registration of it won't make it work.

I wouldn't want to do that, as it will take aprox. 30-40hrs of consecutive work to reinstall all the applications and tools i need to work with. Not even to mention all the hassle with MS Office to get the paths to their respective data files straight again. And while DXdiag is reporting all tests 100% OK, i doubt it would help anyway.

I did place all the D3DX9_xx.dll files i could find in the EVE directory. The outcome was, that after starting the client, they all were relocated to a temporary directory - thus cleaning up the EVE dir from all files not listed in some internal check list the client seems to have implemented.

What do you expect CCP to do then? You can keep bumping this topic forever without any much feedback.

What do you think dxdiag do?
You don't want to reinstall windows? Then just install another copy of windows on separate volume.
You see very very unlikely that it is problem with EVE client itself, otherwise a lot more players would be hit with it.

Well CCP could just remove the the d3dx9 detection. It wasnt in revelation I and II no problem. After installing the Eve client on my home PC i copy it to a DVD. At work i copied again from DVD on the company PC to play during nightshift and it never ever asked for a d3dx9 file. And DirecrX9 is installed on the company PC also. What has changed it i really like to now, why is there now a detection for a d3dx9 file. I cant update the company PC because im simply not allowed to do that. All the time Eve was a portable game you where able to take and play it everywhere without the d3dx9 crap. So yes a simple fix for this would be fine. If i ask my the company i work for to fix this so i can play Eve during nightshift i can go start looking for a new boss.
I really like to now why CCP placed this into the game client. I have DirectX9 installed so it should be possible to play the game without the stupid verification. This only thing cuts me oof completly at work to play the game.

Nobody at CCP seems to care about it. At least no response to my petition for 17 days in a row. It's been 5 weeks, i can not use the game now. So where is the refund, CCP ?

OK, a couple of months and a lended laptop later on the time line, the issue seems to be identified and solved by the DEVs. The solution to it is announced by one of the GMs handling the connected petitions to get seeded with the next patch.
So far, so good.
BUT: the very same GMs are still denying the right of the afflicted characters to ask for compensation on the matter.
I know the EULA and reimbursement policy, which does not cover the issue we ran into here. So all I can ask for, is: CCP - make an exception for this one or extend the policy to reasonable non-server-side problems!
In the end, it all breaks down to CCP being an adult game developer, which handles reasonable problems of it's customers in a caring and understanding way.
It would be nice to get some general answers here from some CCP staff, who are not bound to odd EULA and policy terms, like the GMs working on the petitions seem to be.
