Because multis give you two things:
1) The ability to just jam without worrying about picking out the correct target. Also, if you fail a jam, it's easier to use the "spare" jammers to cover the slip if the spares are multis, not incorrect racials.
2) More usefulness in small fights. With small gangs, you can't be sure you'll have appropriate targets to really make use of racials. Multis give you a general 2-3 targets jammed, regardless of what the other side brings. This is the reason I fit multis on mine, I'm usually flying the ship in small gang fights.
Of course racials are more effective if you either know the target's race in advance, or are fighting in large fleets where you can easily get 15 targets of a single race. It's really down to personal preference and expected targets, there are good arguments for both.

MWDs are mandatory on PvP ships. The Falcon is a PvP ship. Therefore it fits a MWD at all times. It's that simple.
If you need a more detailed explanation: MWD is for range control. The issue is not getting into range, it's getting OUT OF range. Your gang isn't going to wait for you to slowly crawl out to 150km before engaging, you're going to have to decloak, start jamming, and get out to long range as fast as possible.

High: Cloak, your choice of cyno/probe/heavy missile/salvager/remote rep Mid: MWD, 6x best-named ECM (multi or racials, as you prefer) Low: 2x SDA II, 1600mm plate Rigs: 2x ECM optimal (trade for other rigs as desired if you only use racials)
