My Caracal is fitted with standard missiles.
It handled level 1 missions easily (I didn't do WC).
Level 2 missions were going ok until I was attacked by four ships firing heavy Widowmaker missiles at me. I had to warp out, repair and warp back a few times to kill them and finish the mission.
I trained up heavy missiles and fitted them to my Caracal. On my next mission "Illegal Activity" when I warped in, I was webbed and attacked by frigates, who orbited around me firing merrily away with my heavy missiles missing them.
I warped out and refitted my standard missiles and warped back. Webbed and orbited by the frigs but my standard missiles did little damage. I warped out again.
I can't kite the frigs and I can't hit them effectively with my missiles.
Please help.

1) Raise your missile skills, specifically Guided Missile Precision, Target Navigation Prediction and Warhead Upgrades.
2) The Caracal has a dronebay, albeit a small one, and 2 Light Drones with good skills (preferably T2 drones, but T1 will work too) will help dealing with the Frigates. <~ sig starts here My Skills

The small frigs usually don't do a lot of dammage, kill off the big guys first.
Fit a couple of drones in your dronebay, even 2 light scout drones can do a difference vs. NPC interceptors.
Make sure you tank the right dammage(EM, KIN, EXP, THERM). Make sure you do the right dammage with missiles and drones.
Train some of your support skils.
Warhead upgrades, Rapid launch etc... Train your heavy missile skill to at least lvl 3.
With the propper skills trained a lvl 2 mission in a caracel will be a walk in the park.

First of all, fit your tank to the mission - if you are being hit with widowmakers, at the very least fit a thermal hardener. Active hardeners are much better than passive for this. You'll also need a shield booster for this - low-end named medium shield boosters are pretty cheap. Shield extenders are a useful buffer too - they may help you kill enough enemy to get the DPS down before they break your tank. And don't use standard launchers - use assault launchers, which fire light missiles at a much higher rate. If you fit an afterburner, kiting may become easier.
My suggestion: 5x assault launchers (named if you can get them - malkuth are cheap), 10MN AB, medium shield booster, 2 hardeners suited to the rats, medium (or maybe large if it will fit) shield extender, power diagnostic and damage control in lows. Damage controls give a useful extra 10% or so shield resists, some armour resists and probably most important, 50% or better hull resists for the times when the stuff really hits the fan.
And don't forget the couple of light drones this ship can use! One last fitting point - if you have no reason not to, use kinetic missiles and use the ship's bonus.
I have no idea whether all this will fit, as I don't know your skills, and forgive me if I'm telling you stuff you already know.
There are useful guides to missions (particularly what type of damage the rats hand out and what's best to kill them) all over the place, and some sort of ship fitting tool might help as well.
The Caracal is a really great ship for level 2. In the right hands it can take on even some level 3, but it's chancy.
Oh, one last thing; invest in armour and hull repairers! I don't suggest fitting them during missions, but they can sure save you a lot of money in repair fees.

For level 2s Assault Launchers ALL THE WAY. (Not heavy assault, mind you)
No matter what anyone tells you, those will get you through level 2s faster than any other launcher. Yes they don't do as much damage to cruisers, which are only 6% of your total targets.
As for tank.. you should be okay with a few shield extenders and a medium shield booster but if you have the skills to fit hardeners it wouldn't hurt to use one or two of those. You could always use 2 resist amps while training up for hardeners, it can make a big difference. Personally, my level 2 Caracal is fitted with a 10MN Afterburner, 2 large extenders, 2 medium extenders and it does just fine for level 2s but my shield skills are pretty good so you might need a shield booster (which I used to use).

For a starter char std missiles are better than hvy missiles/hvy assault in lvl2 missions.
This setup will own all lvl2 missions:
5x Std Assault (Arbalest are cheap) (If you lack grid swap out assaults for std launchers as needed)
3x Large Shield Extenders (swap out one extender for AB in missions with long travel time) 2x Hardeners (mission specific)
2x Shield Power Relay (swap out one SPR for a BCS for more dps if your tank is good enough)
2x Hobogoblin I
And of course load ammo/hardeners to match the rats you are facing. This passive shield tank is strongest when your shield is at 30-40% capacity. If you start dropping below that warp out and recharge.

That is almost exactally what I have in my Caracal, my only suggestion is to forget fitting any missiles except Bloodclaw (kin) since your ship is giving you 5% extra damage per level to kinetics out of the box.

Those frigs shouldn't be a problem, just shoot them while they close in on you, thus while their mwd is working and their sig radius is multiplied.
