Proposal:
- add lowsec and NPC 0.0 systems with restricted ship sizes (as in some deadspaces)
Reasoning:
- such systems would be PVP areas for lower SP players or people who are looking for more balanced fights (not 3 motherships vs. 2 BS). They would appeal to people who want to measure up against similar ships and PVP with a lower budget
- RP reasoning: CONCORD-restricted warzone/area ...
Expectation:
- more actual fights happening, since people won't be heavily outgunned and forced to run (or perceive to be outgunned by a bigger ship) - faster ways to a PVP fight as these systems would establish themselves as "always ready to fight" places - great way to explore PVP tactics in more detail in a realistic setting (cruiser vs. cruiser, frig vs. frig)
EVE Online: a cold, cruel world where (RL-)rich people replace their losses with GTCs sold to poor students who need to farm ISK to afford their play time ...

Wouldn't do anything for low SP or low income players as it would just be dominated by max skill and snaked out characters in faction fitted Crows and Vagabonds rather than carriers.

It would not make it easier to kill those, but losses would be cheaper.
Also, do you need bigger ships than cruisers to kill Vagabonds?

I think real Player skill vs. trained skill & money are definately needed in EVE. WoW has solved this by creating PvP skill ranges, i.e. players from 2,000,000-2,500,000 skill points in frigate class shipts are allowed in this area, etc.
This could be implemented as simple as letting the acceleration gate send players with different skill levels to different deadspace areas.

No, WoW solved this by being a terrible joke of a MMO where no serious PvP'er would be seen dead. The last thing EVE should do is to begin taking any cues from there.

I thnk you mean ganking instead of true balanced PvP. WoW has more balanced PvP at the lower levels in the WoW battlegrounds than any other MMO I've seen yet. Before they were implemented, you had a bunch of maxed out 'Pirates' ganking the lower level players all the time, similar to what you see in EVE in some areas today, and from what I hear is in Lineage. Of course, similarily, the EVE 'Pirates' would hate to see all thier fodder disappear, since thier alt might be accidentally killed by, heaven forbid, a N00b.

I'm not liking this idea. Take a look at RL sea battles, there's no such thing as a balanced fight.
Have training areas in dead space sections of a starter system, but you cant prevent a fleet of noob frigates going after a fleet of battleships.

What you suggesting is not a solution to any Problem.
When you start the game (ergo: your low SP) you usually dont know much about the shiptypes, about the possible fittings, about what skills etc.
Even if there would be restricted regions, this would mean someone who is playing for longer has an advantage (besides to fly a maxed out cruiser you need TONS of skill - so another thing where older players have an huge advantage).
Now in the nature of this game pvp is rewarding (if you win) and most PVP Players are in competition to eachother on their Killboards.
Now the area you suggest would give 'em one thing: a kill farming ground - some place where you can get easy kills of noobs who went there (all-in with a ship they can hardly afford to lose) assuming they would have a fair chance cause its "cruiser only".
Im playing mostly PVP for over one year now (while playing eve one and a half year). Eve has changed a lot since i started, and sometimes it is frustrating to get hit by some much older player - but hey there are ways to work with that:
a) remember that this is a Team-Sport - so if your going to fight someone bring friends. b) learn how to use your tools - learn game mechanics, calculating chances etc. c) fly with more experienced players to learn from them d) specialise - max out one ship you like before you move on to the next. e) learn to pick your fights. if If you: - know your ship and what it can do - know the enemies ship, and what it most likely can do - know your surroundings then you can even pick fights on a lot larger ships but if you pick to run with just a few battleships against several moms - im sorry but then you deserve to die.
Eve is a lot like Poker: if you know your hand, if you know the chances of the other hands and if you know the game you can minimize your chances of losing - and if you dont you will lose a lot, cause there are people who did their homework.

hate to say it - but the goon is right. wow is kindergarten pvp where you cant lose. if you like that - play wow, or play on the testserver.
