THIS JUST IN
In order to support and develop the infrastructure needed by the many traders who come to Jita, the Jita Board of Commerce (JBC) today announced that a supplementary tax of 5% will charged on all market transactions on items stored at Jita. In a related move, it was also announced that the Jita Local channel will shortly be available to any pilot in EvE, allowing open private trading across all systems. Pilots will find the channel listed under æTradeÆ in their channel UI.
Observers say that the tax is an crudely disguised move by the JBC to capitalise on the volume of trades that occur in Jita while delivering nothing back to the pilots. This is of course totally in keeping with the nature of our culture, and should therefore be applauded. It will however have the effect of moving some market activity to other systems, which may end up taking similar actions of their own.
The broadcasting of Jita Local to pilots in other systems will not directly help Jita itself, say media pundits: trades are typically completed by private chat and canÆt easily be taxed. In fact it might reduce the number of pilots visiting the Jita system. It is thought that the real JBC plan is to establish their local channel as THE premier trade channel, and then charge a subscription to users. Longer term visions from marketing bubble-heads have this becoming a trade and shopping channel incorporating looping video feeds where pilots will be able to watch two-hour long demos of NosÆs, webifiers, turrets, multi-use vegetable choppers, and Tech II carpet cleaners.
The JTA is currently denying plans to charge a toll (or congestion charge) for jumps into its system and for docking at Jita IV, though insiders say this is all but inevitable.

To quote myself from a current thread on the same topic..
Originally by: Arcayan The permanent solution is to implement dynamic load sharing of a single system on the server cluster - which, as I understand, CCP are working on already.
Not that your idea is a bad one, but they are working on a fix that doesn't change the game mechanics.
And to add to my point, tax hikes in Jita don't help fleet battle lag in 0.0

Yes CCP should bump up the infrastructure too. Of course. Good luck to them, or the really big fleet actions will continue to be decided by who best deals with lag effects.
But there are other approaches as well, at least for Jita. Might such solutions be worth looking at too? More people get stuck in Jita than ever get to see a big fleet battle lag-fest, so yes, IMO. Jita lag is effectively 23/7; fleet actions are, well, fleeting.
That Jita gets to 700-800 pilots on a daily basis is a function of how the trade economy works. The game is probably reflecting the same factors that means the size distribution of cities follows a power law, and why the worldÆs top few stock and commodity markets dominate the rest. That Jita has emerged as No. 1 trade hub shows that the economy in Eve is simulating a real economy. But, as happens to cities in the real world, economic changes and tweaking could lessen its importance, without making the overall economy any weaker. And making a couple of minor, and æin-loreÆ changes to game mechanics should be easier than infrastructure changes.
People should be choosing not to go to Jita because of in-game reasons (better deals elsewhere, etc, etc) rather than because they want to avoid lag.

Would be nice to avoid Jita but sometimes there is no avoiding it. Perhaps if they also avoided having any mission/storylines that sent pilots there as well it MIGHT help. Certainly found it a bit frustrating on an alt to be stuck in Jita for 1hr just trying to dock and pick up some docs, having to turn down any missions which take me to Jita purely because it would take me hours and of course risking losing standings. Ah well, would be nice to see them recode the hot spots OUT of missions at least.

Lothros, my guess is that if you tax Jita SOME people will go sell elsewhere. But not all, or even most. Unless CCP go crazy with the tax rate. There's a behaviour curve involved.
A more general solution would be for CCP to set sales/purchase tax at each Empire system according to the trade volume there. Small markets with low turnover, low tax. Big markets, high tax. It would even things out naturally. My guess is that EVE is big enough and deep enough that people's economic behaviour would be much like real life. High margin goods would probably stay at Jita. Low margin stuff would go elsewhere.
They could even adjust taxes by type of goods. Might make New Caldari the place for ships; some other system the place to go for mods; and so on.

Jita is fine as it is.
Why? A lot of people creates a lot of lag, and since going there is your own choice, you're the reason there's a lot of lag.
