and who knows how many unconfirmed...
now, really.....i'd really like to know what your definition of "lottery" is and what you perceive as "luck" of the draw...and don't say, people could have turned down an elite frigate bp cause that's just stupid and WE KNOW that MANY people are researching in this field so the arguement that we don't know enough is moot, take a look at my sig. we're pretty good at piecing things together.
your system is broken....admit it, fix it...
oh...just to add another one...somebody has received 3 armor repair bp's...is that luck also?

FYI, I received a bpo a few days ago from one of my best agents. costed me 20k Research points but received a nice T2 BPO.
research field was Amarrian Starship Engineering

I refuse to do agent missions so I haven't been affected too much by this. However, even I have taken notice of this T2 situation and the agent situation in it's entirety and the mountains of utter bull**** that are involved. I have a few friends that are agent runners and all I can say is 'good job CCP'. Way to go with game balance.....*sigh*..
