I have been searching but havent found this answer. The Mining foreman links state that "While only one of these units can normally be operated at any given time, certain advanced units allow the use of multiple systems. "
Is this the command processor ? If not what is it ?

It is.
Mining foreman links are "Warfare links", and Command Processors "Allows operation of one extra Warfare Link."

Don't forget, certain command ships like the damnation can fit 3 without any command processors.

but remember fitting two of the same link will nor give you double the bonus

Yep I know that... If I remember more then 3 of the same result on no real bonus

No, only the HIGHEST bonus is used.
If two identically-skilled pilots fly identically-fit ships (same links), having just one of them or both of them as commanders in the fleet will have the exact same effect (from the links), you get absolutely no benefit whatsoever for having both.
Fiting more than one link is only useful if you fit DIFFERENT TYPES of links.
Fitting two of the same type of link on a single ship is the stupidest thing you can do.

i may be understanding you wrong but its not like normal mods and their stacking bonus, fitting more than one of the same command link will not give you any more bonuses, you only fit one of each type.
sorry if this is what you were meaning
(ps obv i havre never used a mining link but i asume they follow the same rules as the others)
