Ive been running missions for republic fleet, and have even done lvl4 storyline missions in a gang and solo lvl1 story missions. Ive waited after downtime and still have no standing towards minmatar republic 
Am i doing something wrong ? or do other people have this problem also ?

Faction standing is gained only from Storyline missions.
Last I heard, standing gains from storylines weren't shared.
If I'm right, you need to run your own storylines and gain faction standing that way.
Growing old is mandatory, growing up is entirely optional |

As mentioned ive done solo story missions also, but still nothing.
Is it worth a petition ?

The reply would probably be reset your cache, so try that first.

Go to the Standings section of your Character Sheet.
Right-click Minmatar Republic and choose "show transactions"
If you have gained any standings, they will show there even if your cache hasn't updated.

Cleared cache and done the show transactions, it just wont show any faction standings to either minmatar or anyone. It still only shows the corps and agents standings 
Ive asked someone else to look at my standings and they say the same

Uhm nevermind. Mis-read.
Wanted to hint at faction standing not being shared, but you wrote you did some of them solo, so this might be a bug.
