Newish player here. I've recently started flying an Incursus and my guns just suck. low damage and I have to be within 1500km to even hit anything.
So what guns should I be skilling up for to make the best of this machine? I'm primarily concerned with PVP.

for pvp train small blasters. train all the support gunnery skills surgical strike, rapid fire, controled burst, etc.
they suck now because you have low skills and low tracking.

You need to train the support gunnery skills up... they benefit any and all turrets you'll ever use. Just like the other poster stated, plus a few he did not mention: Trajectory Analysis Motion Prediction (most important, it improves tracking) Surgical Strike Rapid Fire Controlled Burst Small Hybrid Turret Gunnery ... Tactics wise, you'd probably should only use antimatter S since the range bonii of other ammos won't help a whole lot because a small blaster has extremely small optimal for the bonii to work on. Remember you are rather expendible and won't be adding a whole helluva lotta dps, so worry about tackling first and adding dps second.
Don't bother tanking shield or armor, use a speed tank--AB or MWD--and fit for extra damage after that. Never approach a subject directly, but keep your transversal velocity high so a large turret won't be able to track you, and you'll avoid taking damage (or potentially insta-pops) in the first place.
If you really need range you have to go with railguns instead of blasters--generally speaking you'll lose dps and tracking when you do so, except in situations where the target is beyond your blaster optimal and you cannot close the distance, in which case having rails would bring your dps up off of zero
