Well Once again thank you for all of the reply's and the help.Vecdran I have tried to email you from my email and just says it cant find your email.So anyone who can msg me in game I will explain to them the basics of it and what type id like and payment.And to the JF artists thats very good work!

Honestly Mirus Crosius and Alexandra Belani are two of, if not the best ones who make sigs. I you have the isk to afford them - then I say do it. Digital art is a little side hobby for me that I enjoy and helps me make a little extra ISK. I mostly enjoy making and editing videos in RL. Both have nothing to do w/ my RL job either.

Are there any cheaper or easier to use than others?

I started out using Corel Photopaint 9.
I use Corel Photopaint 11 now. You can get a v9 of this software usually in with "Corel Essentials". Its very powerful and perfect for the beginner - the best thing being it comes with the "Draw" package which is an excellent Vector gfx program. Corel Essentials rarely costs more than ú50.
JASC's Paint Shop Pro is also very good - a touch more expensive - but very powerful.
Adobe Photoshop is the "Daddy", I suppose, but its hugely expensive and full of features you probably won't use. Adobe Photoshop Elements may be a better option. Its usually no more than ú50-60 and has plenty of features - and is of course compatible with its Big Brother.
All of these programs will do a great job if you take the time to learn how they go about things.
*edit* - I would say Adobe Photoshop Elements would be the best choice for the beginner as far as ease of use is concerned.

Well I see this thread is goin to last a lil longer than I thought it would.And to all those peeps who say I should make it myself....Well I dont WANT to,but thanks for the suggestion.I would rather pay isk and keep the economy goin!!!

Well Vecdran made me a great sig....I am very happy with it and thank you everyone once again for the reply's.I hope by the post that everyone who has the talent to make them gets a nice business bump up for it.In the case you do Ill take 25% for advertising fee's .
