Please fix this broken and rarely used ship. I realize it's a T1 frigate, and few people care about it, but it's the first railboat a new Caldari player will see. Having such a poor introduction only scares potential players away and forces them to missiles. By the time they get the skills to fly the larger and non-broken railboats, they're already heavily invested in missiles and reluctant to change.
The solution is simple: give the Merlin a 3rd gun slot and rebalance grid/cpu as appropriate. This puts it up to the level of the Incursus/Rifter/Punisher, which all have 3 gun slots.
The Navy Hookbill requires a double solution: first, give it the same 3rd gun slot, as it is essentially a faction Merlin. Second, change the 10% shield HP/level to 5% shield resist/level. This matches the standard Caldari railboat bonus, as well as fixing a major problem with the Hookbill: with a proper rail setup, you don't have enough grid to fit the medium shield extender that is necessary to make the buffer tank work. A 4th turret would be a nice improvement to make it a bit less of a hangar ornament, but 3 is absolutely necessary.
The alternate option is to borrow from the Sansha (they do have good relations with the Caldari, you know) and give it the role bonus: 100% to small hybrid turret damage, and the same shield resist change. An effective 4 guns with a couple spare launcher slots would make an interesting little ship, and maybe worth undocking occasionally.

With you 100% on the Merlin: If the Moa, Ferox, Eagle and (possibly?) Vulture are getting a change like this, the Merlin should too. As it stands, this is a potentially nice frigate with a god awful split setup that makes it useful for little more than tackling. I can see the reasoning for it to remain so, but the reality is that split setups are despised and as such any ship with a 50/50 split will be seldom used and much maligned.
The Hookbill though I can't agree with. It's bonuses to me say that it should be a mini Drake: Shield buffer and missiles. What a ship that would be... Hardpoint Rigs |

Longstanding Caldari pilot and I 100% agree. Ever since I started playing, I've found it an interesting ship being 50% rail and 50% missiles, with bonuses to rails and no bonuses to missiles. This seemed really backwards to me at the time and still seems really backwards to me now.
Merlin should be a railboat.

Yeah the merlin really could use a 3rd gun, itĘs the same problem most the caldari gun ships have low damage and a bonus that only effects part of the weapons, ccp is trying to fix most of these ships why leave the merlin with this problem? Now it does strike me that the Tristan has the same layout but it also has a damage bonus and the incursus would be totally replaced if it also had 3 guns so I think its ok tbh.

Merlin is a railboat, give it the same turret lovin' that the other railboats got.

Merlin should be a railboat.
The Merlin was my first 'real' combat ship when starting EVE (Bantam and Condor don't count) and I absolutely loved the way it looked. I equipped two turrets on it and that was it :p Back then missiles were absolutely terrible. They were manufactured in batches of 1 and took up enormous amounts of cargo space. They absolutely sucked as a weapons system and were not worth filling up your cargo hold with.
Still, it was worthwhile to fit a missile launcher on your ship, just so you could store some of the enormously huge missiles that dropped during your belt ratting adventures. (Some of them would even reprocess for zydrine!!) You could even shoot them back the enemy for explolsions to visually distract you while the railguns did the real work - missile damage was pretty bad in pve and they suffered from a whole host of issues making them bad in PvP. IIRC any missile could fit in any launcher provided the launcher had the volume for it. I think you could fit one cruise in a frigate launcher :p
