What items give the highest compression of minerals? I want to move some minerals from 0.0 to Empire and I think in the past it was tractor beams but not sure. Thanks

They nerfed 100 best compression items. So I'm not sure how good compression ratios you can get anymore. Also the minerals you want to move from 0.0 to empire usually are the high-end minerals which come in much smaller quantities and thus don't really need compression.

The only three reasons I can think of to compress ore to get it out of 0.0 is 1. You have bad refining skills 2. You want to avoid the alliance's/corp's refine tax 3. Your alliance does not have a refinery
Since you are thinking of manufacturing stuff I assume 1 and 3 do not apply . Come to think of it neither is #2, as you've had to have it refined somewhere (plus its a big no-no).
Depending on the amount of ore you have, there are several choices available to you:
1. If you are mining it yourself, you can go for a rigged and expanded covops. You can probably haul ~500ish m3 and that is about 50K of hi-end ore. Alternatively you (or your alt) can train for a blockade runner. Runner + 1 scout to identify a gate camp (the kind with bubbles) will get you thru almost every time. And before people get on the "OMG HICs killed BRs" rant. I personally think that there are not nearly enough of HICs running about to really threaten BRs on a regular basis. 2. If you have a boatload of alts and/or are hauling your entire corp's output, I would suggest investing in a rorqual or another jump capable cap ship. Of course the usual expanded iteron 5 + screen of scouts + a couple of pvp'ers will also do the job.
Finally, the main reason ore compression worked the other way around (empire -> 0.0) is that in empire there are crapload of stations with manufactuing slots. In 0.0 you do not have that luxury. You would be doing your alliance a great disservice by tying up manufacturing slots just so you can haul your ore (I suppose you can manufacture stuff at a POS, but that has its own drawbacks).

compresses roughly 169M isk value of minerals into 1000m3. Also its nicely skewed towards high ends to low ends.
The Database on the eve site doesnt not give correct values, look at a bpoc in game to get correct mineral values.
