Hey fellow pilots.
im currently looking for a good level 4 minmatar agent to run missions for but im having a really hard time finding a good agent without having to go into low sec and risk my mission ship. i havent even been able to find a agent with +0 quality.
if was able to find gallente agents with up to +13 quality in high sec but i really want to be able to use the things i get from LP on my ships.
In short, du you know a good level 4 agents in high sec under the minmatar faction

Not worth worrying about. When you do find those higher quality Minmatar agents, they will almost certainly be in very busy systems where the lag is bad and the salvagers numerous.
There isn't a great deal of difference in hi-sec between a qual 0 agent and a qual+15 agent that I've found, especially if you've got decent social skills. Certainly not enough difference that it is worth the hassle of lag and/or salvagers.

Go to http://eveinfo.com/agents/ - select:
* Level: 4
* Faction: Minmatar Republic
* Security: High
* Sort by: Quality: Descending (checked)
Though, this doesn't tell you what the security of the adjacent systems are at, it can give you something to work from.

There are many good minmatar lvl 4 agents. I have not run into any considerable lag in any mission running location. For example you have Hakeri which have a 4 +18 Internal security (and another 4 +11 Public Relation agent in another staion).
Have not seen that many people there (however I have not been running missions there for a while).
Also don't just look at the pure kill mission agents. Some of the mixed mission (like administraion, PR, Legal) agents are good and give out mostly kill missions (I would say at least 75%) and the few courier missions you get are usualy fast to do. Or just turn them down.
In Maturat for example you have 3 agents with q16/q17. If you really don't want to do a courier (and have already used up your free no) you can just go to another agent instead (assuming you have high enough standing to do so of course).
