Are they still widely used by more experienced players and if so in what capacity? Or, as I suspect, are they used exclusively by beginners?

I still use frigates...
I have 11mil+ skill points.
I did a whole series of missions last week in a Merlin.
I am currently using a Probe to do lvl 3 missions. It is enough to do 8/10 of the missions I'm getting. The other 2 being kill missions & very large cargo missions.

Running missions. Kestrel is a great ship for courier missions. Slap on a mwd, 2 micro cap batteries, and some nano fibres and u got a fast ship.
You seldom get a load so big that a probe with 2 cargo extenders cant carry.
For kill missions i use my trusty ol' bb.
General harassment of industrial and sometimes cruiser traffic in low sec space. Rifter, kestrel, vigil are extensivly used this way.
Combat.
I think ill leave it here. Maybe a member of merc frigs should post  My first fleet combat experience in a kestel didnt go all too well. But then again i didnt have half the relevant skill i have today, like mwd, cruise missiles, ew, etc etc. ----------------------

I always PvP in a frigate, have done since I first played the game last summer.
If you know what you are doing they can easily kill a BS. Ive done it many times. It takes team work, luck and excellent co-ordination, but its great fun learning.
Pilots often overlook frigates, and currently there is an attitude amongst PvP'ers in Eve that you are no good at PvP unless you take part in BS blob wars Some of the best pilots I have ever met were frigate pilots. When you fly a frigate in PvP, you learn fast not to make mistakes Its fun learning and there is no better feeling than ganking someone in a bigger ship.

Yep frigates can be very handy as Miso points out... especially when deployed as part of a mixed fleet...
Last night PIE destroyed two enemy battleships (approx 170 million isk) for the loss of 3 frigates (total cost under 1 million isk) during combined ops.
If our fleet had been BS only we would have caught neither of these enemies - but the speed and skill of the frigate pilots presented these enemies to us gift wrapped...

Some n00b questions: What is a probe? mwd ? micro cap battery? nano fibre? What are the skills needed for those cryptic names, how high skills are needed?

Probe is a minmatar frigate. mwd is a Micro Warp Drive. (fast) Micro Cap Battery is a midslot module that increases your cap. Nano Fibres are low slot modules that make your ship lighter and thus faster.

I just learned that a Micro Warp Drive requires L4 in both navigation and afterburner skills, so I guess that is not an option on my 7th day :)
I bet those other recommendations have similar skill requirements.
