I've noticed that since last patch, a bunch of my modules think they are OFFLINE even when they appear online in the station fitting screen and in space. Several of my corp mates have had this problem too, and it can be dangerous if you get into a pickle and need something like a MWD to save your butt.
Here is the fix. My apologies if this has been posted before.
PROBLEM: Upon activating a module, either the cap mysteriously drains to a horrible 30-40%, or the system complains about needing cap level to be at 95% or higher when not using station services to bring modules online.
INDICATION: Seems to be the result of bugged module data, probably having to do with the recent addition of the on/offline feature.
FIX: Unfit the module in station. REPACKAGE IT. Refit it. Problem solved.
In fact, do yourself a favor and repackage all your modules. Except for insured ships, there's no downside to repackaging besides the time spent doing it.
This has fixed all my modules.. I don't have that bug anymore. I hope it fixes yours.

Yes, I agree. I just had the exact same problem when I went to fire my cruisers and apparently my launcher was offline!

I had the same problem last night, i warped into a gate at 60km to check out my enemy, a BB locks me, and so i turn on my 4 launchers with FoF's..only 2 of them start working, the other two decide that they are really offline, and so use up most of my cap, i then turn away, and mwd a little distance out..oh yea apparently my MWD thinks its offline also! Despite the fact i was using it 5 mins before jumping to this system. My cap then drains to about 5% and iwas pretty lucky to get out alive. Mercenary | The Azath |

You don't have to re-package the module ...
This happens to me all too often :(
# 1. Go to station # 2. Open the fittings screen # 3. Right click on module, and choose bring online. # 4. repeat #3 # 5. Good to go !
I do hope they fix this soon though !

Your not understanding, they already show as online, they are using all the CPU/POWER to prove they are online, but when you try to use them they drain most of your cap and they "activate" despite the fact you were using the missile launcher 2 minutes ago with no problems. Mercenary | The Azath |

I get same thing, its critical , nearly got killed on sunday attacking a scorpion with 2 cap injectors offline wich showed online.My surprise was great.
CCP please fix it , its critical.
As for pics will do it when ihave more time

Repackaging the items is the only way to fix the modules.
I think everybody already knows about activating/deactivating moudles in the station fitting screen. ;)
