I realize this topic has probably been done to death.
If I have low EW + armor skills is it still more useful in almost every situation to ECM fit a Scorpian rather than shield tank it out as a decoy with SBs?
Seems to me that if you are in a smaller fleet fight (20-50 vs 20-50) there would be some advantage to super tank the scorpian for the purpose of wasting enemy fleet's time and drawing drones to you to all be SB'd to death (especially if logistic ships are present to remote rep you until all drones are gone). That way even if they switch targets, their time is wasted and their total drone DPS is severly/completely removed for the remainder of the fight.
What do people think? Is this a viable tactic in light of having poor EW skills and relatively good shield tanking skills or is it always better to fit jammers regardless of skills and circumstances?

Fly something that does DPS until your jamming skills are decent imo
edit: oh and btw with 20 or 50 players shooting you, your tank is ****** regardless, drones wont have time to arrive to ya.

With more than 10 people focus firing it makes little difference, so ECM is definitely a lot better there. For smaller engagements, the Scorpion can be useful with a tank and some damage with a setup something like this. The fact that Scorpions are 99% of the time ECM fitted increases the odds of it being called primary which plays into your hands if it's the best tanked ship in the gang. Plus, that damage is actually very decent due to the post-trinity torpedo buff. The only thing to worry about is range limitation as unlike the Raven there is no velocity bonus, so best carry some javelin torps aswell. --- CEO

I don't think being primaried by 10 people = insta-death if you max tank the ScorpiAn, especially with logistics in your gang, I guess I could be wrong about that though. Maybe I'll test it out for the hell of it or just wait until my EW skills are higher if I'm lazy.

Well, I'm not saying 10 is any magical treshold of course but a max tank can only sustain 1-2k dps which is reached pretty fast. T2 fitted snipers deal about 300 each which makes 5 of them enough to cover 1.5k DPS. Close range BS do more like 600 on average (and much more if you are against a well skilled gang), of which it only takes 2 to 3 to overwhelm that tank.
But let's take an example: say you run into a gang of 10 which is averagely comprised of 3 tacklers, 4 bs and 3 cruiser/hac/bc. Their combined DPS range would on average be roughly 3600 or so, perhaps a bit on the low side but that serves us well. The Scorp setup I posted above has 65K EHP and can at peak tank 1642 incoming uniformly divided DPS. That leaves 1958 DPS going through, which will take 33.2 seconds to chew through the ship. Of course there will be targeting and module activation delays, co-ordination loss and lag involved, but that's still pretty darn fast.
For comparison, an ECM fitted Scorp with DCU II, 2 PDS II and 1 field extender rig would have 53.9k EHP. With 6 to 7 racial jammers, you should be able to keep about 3 ships jammed which you can pick to be the most damaging battleships. You can thusly reduce incoming damage by half, and end up having almost identical survivability to the fully tanked one. But if you don't get called primary, you will still reduce that damage to other ships which you can not do if you're tanked.
But obviously we (or rather I) were only considering active tanking here. If you go with a full passive buffer tank on the Scorp, you can get roughly 193K EHP with a bit less than 300 DPS tanked by peak recharge. Cutting the recharge in half because the modifier depends on shield damage percentage and in heavy fire it's going to change a lot, we can reduce roughly 150 DPS from the incoming 3600. The remainder will take 56 seconds to chew through the ship, a figure almost twice as much as the active tank. This might be worth considering, actually, but then again sitting useless if you are not called primary is quite a drawback, and the more enemies you face, the less impressive it'll be. --- CEO

Highs Sieges/Neuts/Nos (whatever you can fit)
Meds 2 XL SB2 2 SBA2 1 Invuln, 1 EM hardener 2 Large cap injector
Lows 1 DC2 3 PDU2
Rigs 2 Therm resist 1 Kinetic resist
The beauty of these setups is you can overload everything and you get a beast of a tank. 75%-80% all round resists. Only 10k shield but nearly 2500 shield repaired just over every 4 seconds and this will run until your cap charges run out.
