I currently have a Retriever with two modulated strip miners and two cargo expanders. The cargo expanders slow the ship down and I'm still not contended with the size of the cargohold.
I have about 60 mill ISK now. Should I buy a Covetor or save a little more and buy a Hulk.

Save for the hulk. You're not far from it, and it's a significant improvement.

I wold buy a covetor, +50% strip miner = +50% yeld. If you just need to put all your money in a hulk ASAP then you may sell the covetor with some loss to get the last MILs.

some numbers to consider.....
using T2 expanders and T1 cargo rigs, a Covetor has 9,889 m3, while a Hulk maxes out at 17,199.
Depending on skills and type of strips used, you're looking at approximately 400-600 more m3 of ore per cycle with a Hulk (Personally I get about 440 more with T1, 510 with T2/T2 strips)
Ice Harvesting they just about match up in terms of blocks/hour, with the hulk a bit better becuase of its extra bonus (depending on skills you're lookin at about 1-5 extra blocks per hour), but it can handle 17 blocks, as opposed to the Covetors 9, that means you have to empty the cargo about twice as often with a Covetor.
Also the simple fact that a Hulk has a much stronger tank.
If you're a full time miner the Hulk is the better long term investment, tho it is far more pricey up front (not only the ship but the Exhumer skill) although when I bought one for my mining alt, I calc'd it would take about 4-5 days of AFK ice mining to recoup the investment.

A hulk isn't cheap - get the Covetor, it will help you save the ISK a lot faster.
You should not accept a significant loss when you resell the Covetor - buy it cheap using a buy order and sell it for the same or more (at worst slightly less, and call it a rental fee). The ship is just as good when you sell it - there's no such thing as wear and tear or second hand in ships. They must be repaired and repackaged to sell on the market. You paid the price, there's no reason why the next person should pay less.

Just don't rig the covetor if you plan to sell it. Those cargo rigs are bloody expensive.

Why is everyone so obsessed with cargo space on barges? Simply find a quiet 0.5-0.6 system and mine into a jetcan then pick it all up with a hauler. Yes, you can have your ore stolen but that is quite rare in a quiet system.
Its better than paying 50 mil for cargo rigs.

60 million is not close enough for everything you will need to properly use a Hulk. Expect to spend 150-200 million. To break it down:
Exhumer skill
Hulk
t2 strip miners
t2 MLU's
defense drones
defense modules (sheild recharger and hardeners)
drone and defense modules skills
A quanity of mining crystals or mining crystal blueprints
If you intend to mine in a hulk you -must- accept the fact that you will be using a jetcan, a buddy hauler, or will have to get a second account for hauling. A compitent hulk pilot can fill his cargo hold within 6 minutes (I myself fill mine with over 4.5k in 3 minutes).
I in fact did what you are doing, IE jumped from a retriever straight into a hulk. To be honest I should have gone into a covertor then into a hulk when you consider that a covertor has a third high slot for additional strip miners which in the long run, when you consider the amount of cash you need to properly outfit and a buy a hulk would have been aquired quicker.
Having a covertor in storage also has the added bonus of being a temporary back up, incase you lose your hulk or are in a situation where hostiles are in the area but you simply must mine.
Side note: In my opinion it is better to have mining crystal blueprints as opposed to routinely buying your crystals. This is due to the fact that if you find a quiet system chances are the market will be poor. As a result you can either mine the Noxcium (sp) that you need straight from the roids or can purchase that from the market yourself. All mining crystals, t1 atleast require a set quanity of Noxcium and only that mineral. T2 require additonal components and additional Noc.

Get the covetor its cheap put some ice hevesters tech 2 expanded cargo hold mine all you can then start traing for the hulk when you mine 80mil worth of ore/ice sell it then sell your covetor keep the strip miners and buy a hulk./keep expander cargo holds also /ice miners/you might need 10mil extra depending on the price of the ship then your good to go! =)

There are no rigs that increase mining yield. If you are referring to the cargohold rigs, they are called Cargohold Optimization I.

Get the hulk when you can afford it - it has an additional mining bonus from your Exhumers skill and can fit two MLUs.
A highsec hulk doesn't cost much to fit - you can pretend it's a barge and leave the mids empty except for a survey scanner. A deep space hulk though you're looking at another 300M or so just to fit it, as the modules needed to tank triple BS spawns and not sacrifice any mining ability are very specific and a few of them are quite expensive. Of course, if you'll be mining as part of a corp-op with a dedicated rat tanker you can fit it however you like.

I never put rigs on my barges/exhumers as they are often being repackaged to move to a new mining location, same with transport ships.

I looked at moving right to a hulk - and could not afford it.
So I got a Covetor to speed up earning the money to buy the Hulk.
The Covetor cost me about 17 mil. The Hulk's are going for over 100 mil.
When I get the Hulk ... I'll probably do the same thing I did with my Retrievers ... just hold onto them in case I lose it. Once I've got a Hulk with a Covetor as a back up ... then maybe I'll sell off the Retrievers.
Of course ... the other factor in all this ... is that while it isn't that far a step ... I still need to train some to get the Hulk and after all the training time I did getting the Covetor ... I could well spend some time training some other skills beside mining barges ...

Flying anything below 3 million ISK worth of ship and equipment in my opinion is like painting in big color contrasting letters "GANK ME!" no matter what the security statue of a system is.
Because insuring a t2 ship is simply not worth it you are really left up to yourself to create your own form of "insurance" for such an investment like a hulk. Granted, given enough time you will make back the inital cost of the ship and if it is lost you can afford a new one but really between buying your first hulk (which is likely sap the wallet of any miner) and mining and selling enough minerals to regain the intial investment you never want to leave anything to chance.

my recommendation
only fly a hulk if you can fit it with t2 strips, t2 crystals and can tank the rats in whatever system your in.
otherwise coveter is cheap alternative
