ok i a noob at fittings but i want to know how to tank atleast 700 dps in a raven and also the best setup for a pvp raven

If you say you are a noob, then that probably means you have low skill points. Tanking 700 dps in a raven is a very difficult thing to do. Therefore, you may have a lot more skill training before you can tank that much in a raven and still have adequate dps.

Cheaply? An alt in a logistics dominix. 5 Large top named shield transfer arrays non-stop + 5 heavy shield transfer bots without breaking a sweat.
4/4 in energy skills and 4/4 in shield transporter/repair drones.
But even then you're only talking 440/sec raw hps.
The question is are you looking to boost 700 hps /sec in raw hp or through a specific type of damage? IE 60% expolsive resist would equate to 704 hp/sec boost.

If you do:
6x Cruise II, 2x whatever
XL Booster II, Shield Boost Amp II, 3x Invuln II, Cap Recharger II
4x Power Diagnostic System II, 1x Damage Control II
You can tank 700dps exactly for 5min and 580dps indefinately by pulsing your booster. This is assuming maxed skills though, which I doubt you have.
However this is completely a PvE setup. A PvP Raven will tank alot less.
If I were to PvP in a Raven I'd never be able to fit it. Apparently 6x Siege IIs, a MWD, a heavy cap booster, and an XL booster with 3 BCU IIs is like 99999x over fitting limits.
