What do I do now? I'm generally a solo player; I have about a billion isks to my name and about 28 million skill points. Everytime I peek into 0.0 space, I get podded and lose 300 million. I hate mining and L4 missions are too easy. I'm sick of empire space, because there is no chance of getting good loot.
What to do?

I think if you've been playing long enough to have that much SP, you'd know what you were doing.

Sounds like you have a case of the carebears!
Forget everything you think you know about EVE and join a pirate crew, or apply for a 0.0 alliance... whatever tickles your fancy. Doing the same twelve missions, mining the same rocks, and/or staring at the Market screen year after year is bound to get boring.
Give yourself some system shock and go do something different and exciting.

No, I have had this account since day 1 (with some majoy "vacations"). I know what I am doing in empire space... but I do not know anything in 0.0 and everytime, I go to check it out - bad stuff happens.

How do you apply for a 0.0 alliance?

A lot of 0.0 is "owned" and the owners will defend their territory.
Try to get recruited into a nullsec corp or alliance... that'll give you an in to nullsec. ________________

Check out the recruitment channels in-game or the recruitment sub-section here on the forums.
Also, you can use your starmap or a 2D online map to find out which alliances own which parts of 0.0, and thus the corps in that alliance, and you can then get in touch with them.
Also, check out COAD to get an idea of who's who. ________________

You could stick with cheaper ships for PvP.. If you use a ship for 300 mill as a soloplayer, you can fast loose ships, since you often encounter groups of players. Advice: get into a group or settle for cheaper ships! Then the losses aint that bad plus you can afford to pvp more! Besides, you can get a very good ship for PvP fitted for like 20-50 mill isk.

If you're a solo player and want to play solo, harsh truth is that most of the time you'll find in MMORPGs such as EVE that it's balanced for teamplay.
If you choose to go solo, and your enemy chooses to team up with 5 friends, the odds are against you.
There's a bunch of options for you though, for running solo. The Nano and Small-sized ships are great for solo as they have a good chance of escaping when things get hot.
Ships such as Recons can use electronic warfare to keep themselves safe, by keeping the enemy at bay, preventing the enemy from locking, or disrupting weapon's systems. Such ships are very capable of running solo, especially against ships smaller or equal to a BC.
HACs, such as a Nano Vagabond, can really work great too. They get get through lowsec gatecamps and fly out of scram range when doing belt or gate piracy, these are great to keep the costs down and run solo.
In the end though I'd suggest joining a corp, EVE simply isn't a singleplayer game. Having 3 ships backing you up, remote repping eachother, using focus firing, it makes a gang much more lethal and other players add to your gaming experience.
Lastly, try other professions such as Exploration, Manufacturing, POS Managing, Trading etc.

There is only so much you can do in a solo setting. How about scouting out newly formed PvP outfits to jump before you into 0.0 for a fee?

So wait a sec, you've been playing long enough to get 28 Mil SP and a Billion ISKs, and you are still stupid enough to lose 300 Mil every time you peek into 0.0? I mean, even if you really were oblivious enough to 0.0 to take your 300 Mil ship/pod into 0.0 the first time, but you did it more than once? You didn't learn from what happened the first time? I think it's Albert Einstein that said that insanity is constantly doing the same thing expecting different results.
I don't know if there's any advice we can give to counteract such obliviousness.

1. get several jump clones that dont have expensive implants. use these to pvp. 2. buy an up to date clone. 3. get into a fast frigate, go into 0.0 and attack lone pilots. 4. get killed repeatedly. 5. repeat step 2-4 until you realise where your going wrong. 6. once youve learnt from your frigate experience. get in a cruiser for pvp. repeat steps 2-4 until you again realise where your going wrong. 7. join a pvp corp and learn how to fly with other pilots. 8. die in new corp.
99% of pvpers learn how to pvp by dying and working out how to avoid that in the future.
i myself used to use a tristan to pvp to begin with, then a taranis, then moved to cruisers (thorax / vexor) then moved into bs with a corp.
its great fun. just dont lose 300 mill each time you die.

down in hek(?) there are two corps red , blue and they are perma war decced and all day long the just pvp with each other seems like you may want to join them and try it out for lulz and pewz

Learn about scanning out complexes and find a friendly 0.0 corp, maybe one thats a bit more carebear orientated and learn ways to survive and run these complexes till your cargo hold explodes with officer gear.

There are alot of 0.0 Alliances, you've probably heard of the larger (or at least well known) ones such as Band of Brothers, Goonswarm, Firmius Ixion, etc, etc, etc.
I believe there is a complete listing of space holding 0.0 alliances somwhere on these forums, and there are even more Alliances that don't hold space or live in NPC regions (ask someone about the difference between NPC regions and non-NPC regions) like the one I'm a member of, "INTERDICTION".
One more piece of advice: Until you feel comfortable that you know the basics of 0.0 pvp, don't fly a ship worth more than 50-100million tops (if even that much), the first rule of 0.0 is "Don't fly what you can't afford to lose."
