Hey I been trying to get a full synopsis of what these can do. Do they make a bubble that rolls with them...what range is it...is it unlimited jamming (making warp stabs useless) or does it have a certain strenght effect.
Also does it require locking the ship to use or is it just an AOE
IS this ship adding to low sec not 0.0 griefing.. I heard it was set up to counter capital ships. If so should it be only able to be used against capital ships. What is the range of the Jamming ability of this ship with good skills and can it be outrun. Does this ability on the ship require a module or is it just built in and uses no cap and requires nothing but skills.
Is this ship more powerful then the interdictor which is a good ship but drops the limited warp bubble and has a timer.
If anybody can answer these questions in a NON flamming way I would greatly appreciate it. I am not *****ing moaning whining or anything like that im just trying to understand the capabilities of this new ship that has come out.
Thanks much.

The Heavy Interdictor is a wonderful ship with limited capablities. I'll try to answer your questions as best as I can and in order:
1. It can be used in any sec but outside of 0.0 you cannot use the bubble default feature of the warp disruptor (high slot btw). You need to use the script. The range for the script is around 28 (give or take a few, I'm at work). 2. It is good for any ship. Once locked on there is nothing you can do outside of escaping past range as it places infinite points. 3. Have to be a little vague on the range but I believe you should be able to have a bubble size of about 18. someone posted somewhere here on the ranges based on skill level. 4. It uses a high slot so yes you need the modules. 5. I feel both ships have their uses. the major vantage point on the heavy is its abilty to tank and survive in a prolonged engagement.
Oh, didn't answer your first paragraph of questions... The bubble does move with the 'dictor, unlimited jamming, and it requires a lock.
Hope that helps. If anyone could please provide the exact numbers that would be great as I don't remember off the top of my head.

Do they make a bubble that rolls with them...
Yes, although the speed of the HIC is somewhat curtailed in regards to the Afterburner or Microwarp drive modules. Effectively making it impossible to 'Nano' it and make it go ludicrous speed while preventing an enemy from warping.
what range is it...
Base range is 16km but iirc is increased 5% per level of your HIC skill.
is it unlimited jamming (making warp stabs useless) or does it have a certain strength effect.
Both these statements are true due to the 'scripts' system the module defaults to an AOE system, but upon loading the focused warp scrambling script it becomes just like a regular disruptor but with 'Infinite' warp scramble strength.
Also does it require locking the ship to use or is it just an AOE
In focused mode you need to lock your target... not so in it's default bubble mode.
IS this ship adding to low sec not 0.0 griefing.. I heard it was set up to counter capital ships.
We are talking about the super capitals here that have an immunity to normal tackling gear.... HICs were designed to help mitigate this. If so should it be only able to be used against capital ships.
Certainly not. :)
What is the range of the Jamming ability of this ship with good skills and can it be outrun.
Range? you do the math :P I fail at it. Yes it can be outrun with a fast ship.... assuming you are not already dead.
Does this ability on the ship require a module or is it just built in and uses no cap and requires nothing but skills.
It is a Highslot module and it uses a base of 150 cap per cycle.
Is this ship more powerful then the interdictor which is a good ship but drops the limited warp bubble and has a timer.
The interdictor is a different ship and the bubbles are launched from it... the advantage in using an Interdictor are as such that, properly placed it's warp bubble can 'Pull' ships out of warp and off the gate/object it is warping to. if such is your desire.
