Been thinking of starting up doing Level 4 agents again after I lost s Astarte with some officer fitted stuff. Think I lost like a billion ISK with that bloody ship. I was simply outgunned, even if wearing the correct setup for the battle. but no matter..
.. Now I plan to start up again. The question is. What ship is best for me for doing level 4s? And what equipment? This can be faction or officer equipment too.
my favorite for a long time have been the Command Ship Astarte (level 5), but I have been thinking that maybe a Megathron Navy edition would be a better choice? I dont really have this much experience with missions since I have mostly done PvP and roaming, but I am very specialized in flying most gallente ships, and i got almost 35 mill SP to throw into the PvE..

I dunno, maybe cross train to a nighthawk. I hear good pve things about them. You have decent missle skills, good shield skills, and would need caldari cruiser 5, right?
On the other hand, you could fit up a domi with sentries, t2 mediums, t2 heavies, and some 350mm's.
I'm nowhere near as highly sp'ed as you, so don't trust me on my experience. Just giving you something to consider.

Honestly not sure why you lost your astarte.. im sure it was undertanked or underresisted (one or the other) I flew astarte and eos for quite a few level 4 missions in the past. I usually went with dual reps and a 1 nano pump .. decent resists and rest fit for dps.. both for eos and astarte.
If your insistent about command ships in lev 4's its very doable just up your tank a bit (you dont need officer fittings to do that either.. t2 is fine). My warning to you is compared to damage of a properly skilled and fitted battleship its waaaaaay slower DPS wise.
2 options to try for is a t2 gunned navy mega or kronos... or a guns+t2 drones domi setup. These all pack a punch. With command ships you can pop frigs and cruisers with yoru turrets like its nothing. With battleships your best bet is to kill tiny ships at range with turrets and if they get to close let the drones finish them... and work on cruisers and battleships with your main guns meanwhile.
coming from someone who loves commandships too and gave them a fair shake in lev 4's for quite a while.. i recommend if speed of completion is important... move up to battleships. Command ships tank amazingly if setup right... but lack the hardcore punch of a bigger ship. Also if you fit your astarte for blaster boat (vs rails) it also could be why you lost your ship.. those blasters have to be in close which means you need to aggro the whole room to get in their face and take them out.. so unless you are fitted to be able to infinately tank the entire room forever.. you can lose your ship easy.. its better to pull off bite size portions and let them come to you then blaster then down (which is tediously slow) Rails on a cruiser size ship are tiny tiny dmg so even though you dont have to play go fetch or taunt the entire room you sit there all night workin on battleships.
However with a battleship as your ship even rails do an amazing job even at long ranges.. and you dont have to go play fetch. To give you an idea im landing perfecting hits of 2700+ dmg with 425mmII rail guns on targets 60+km out via a kronos. There is just now way your gonna pull off massive hits or overall dps of a BS on a commandship. Which is why I switched.
I flew a navy mega for a while and as long as you fit for 7x t2(or officer)turrets + t2 sentry/med drones it packs an amazing punch too. You will be happy... just be sure your fitted for proper resists and proper rep before you lose another ship.. l4 missions are easy but if you underestimate them and fit light on the tank .. they can easily catch you off guard and pop your ship.

Maybe you should consider partnering with someone on level 4's till you learn what your up against.
One person concentrates on a great tank. ie.(Onyx, or any Hvy Dictor)and the other concentrates on DPS.

A T2 tanked Megathron or Hyperion will handle level 4's without too much of an issue even with T1 rails.

I have done @ 50 Lvl. 4 mission (yes, I count them and I keep a log :P) with my Dominix.
I started doing them with some 1.8 mil skill point! now I have 2.5 mil and never lost my ship. (I did warp out 2 or 3 times in my hull ^^ thanks to my T2 DCU, but that was my fault... not enough standings with the aggro god :).
So... I don't get it how could you lose your ship?! True, I declined the first Wrolds Collide and never get the Serpentis Extravaganta... but I also did the WC some 3 days ago and give it a 7 out of 9 for difficulty... it is very boring since they orbit so far and its a pain to hold the tank and AB in the same time... I can't kill them only with drones since I don't have T2 Heavy and you don't need me to tell you how close you need to be to use the Blasters :)
Some other notes: I use most T1 stuff! I only have T2 Medium drones and T2 Cap.
They go slow for sure, but with each day that passes you can do them faster...

I used to use the Astarte with lvl 5 also, I switched to the Rokh as it had the same DPS but infinuitly higher range.
You really wanna get into a Kronos, thier is no other rail ship with even 1/2 the performance. Just so much Tank+Gank+Speed

My astarte/eos setup used to be.
-t2 med rails/blasters top row (your pick) -mid I would use 1x 10mn afterburner 1x medium capictor booster II (with a few cap booster 800's on backup) the rest t2 cap rechargers. -low I would use 2x t2 medium armor reps, 1x t2 damage control, 1x t2 hardener (explosive) 2x t2 Energized adaptive nano membrane -rigs 1x CCC 1xnano pump
Ok lemme explain reasoning for a couple things. The cap booster is so you never run out of cap when things get rough. You only use 1 armor rep at and hardener and damage control at all times. If things get hardcore flip on the 2nd armor rep and use the cap booster 800 charges and to survive the tank. With dual reps combined with this level of resists you will survive the encounter just fine! for the active t2 hardener pick one that matches the missions explosive, thermic, em, (you dont need kinetic on this ship). I usually just always used explosive since thats the weak resists on gallente armor and I never changed my active hardener back then out of laziness..(you can get away with that with explosive hardener.. its just shy of 80% resists across the board and shy of 90% with kinetic)
I always keep damage control running right from the start since it also adds to my shield and armor resists numbers. In the event things ever got bad enough where I went into hull.. that damage control would let you survive until you warp out (with this setup I NEVER even got even close to that) If you take off that cap booster and 2nd armor rep you will experience a few missions that will test your ability to survive.. so don't strip them out (I did a couple times and almost lost my ships.. some missions you can get away with it.. the hardcore ones you cant.. no cap booster and dual reps kills your cap... no dual rep and you cant survive giant rooms infinitely.)
I didn't use mag stabs on these ships cause astarte gets nice bonuses and needed to be well setup on the tank. I also didn't use mag stabs on the EOS because (before trinity nerf) it had the ability to use 5x sentry or ogres II's.. so it already had a great gank.

Personally I use a dual repper domi with sentry drones. With a fraction of you SP I have no problems soloing in the hardest lvl4's in caldari space.
That said I think that no matter what ship you choose you should head over to eve-survival.com and all your missions will be a cakewalk.

You can use command ships and even HACs for level 4 missions, but nothing is faster than a well setup BS for completion times. For example, I did Vengeance (gurista version) in less than 14 minutes (check this thread for more information). Now that setup isnt exactly cheap, but it does show what a domi can potentially do.
If you dont got good drone skills, a Hyperion is probably best. It will easily fit with 350, but if you want to use 425 you have to be a little creative.

The Dominix works well enough, and it's cheap as hell to T2 fit one.
Fit it as a tanking brick and let the drones do the work. The main difficulty is learning how the missions handle drone aggression to keep the drones alive.
