I've done over 40 missions for Federation Navy so far.. and not a single implant one?
I work with the top Command agent the Federation Navy has to offer (excluding lvl4's)..
Whats the dealeo?

Right now I am doing mission #109 for Republic University and i havent seen any implant yet.

I've prob done about 150 diff agent missions for various agents but as soon as i got to a lvl3 agent for the Caldari Navy I recieved one after about 30 missions and one about every 30-40 after that

Hehe - welcome to agent hell.
The baseline implant drop rate is 1 in 6 important missions Ganja - and the best you will get an important mission is after every 10 completed normal missions.
(THe baseline is more like an average btw - you can get them more frequently but we dont know the exact parameters for the change from 1in6 to "better than 1in6" - though its probably Quality (not EQ) and standing.
40 missions though - its nothing really.

I too am experiencing a dry spell - I attribute it to simple chance however, and refuse to throw things unless I don't get an implant by tonight. Then I'll start throwing things.

I do missions quite regularly when I'm in empire and I have gotten one implant since Castor. Who knows maybe CCP plays with the drop rates to cause market fluctuation.

Nah - it was just a basic change in frequency when they changed over to making them important missions.
Its just taking a while for the effect to filter down is all. I did actually predict this fall-off in implants (overall) and a subsequent price rise.
Implants aren't "rare" though, not by any means, they just aren't quite as frequent as they used to be... Ive had a day with 3 and a week with none... over all of our agent runners though it has averaged out and our Corporate opinion is:
Slightly less common than previously.

Ive gotten 7, 5 from the same agent, in the last 3 months. Ive been working with this current agent who has given me 5 of them for 5-6 weeks now.

I've done several hundred for them since the last patch without one, when previously I was getting one a day.
Something's changed with the federation navy.

Me and another corpmate spam the same agent in Federation Navy.
His standings are 9.56, mine must be around 7.50.
Every second important mission is an implant mission, sometimes it's back to back.
Only difference between us is that he gets importants 1-3 missions sooner than i get importants, probably due to better standings with the Navy and the specific agent.
IMHO It's actually easier to get imps from combat divisions. Other divisions have a wider selection of importants. Combat divisions have 2 types, the 400 data haulage (implant) important and the Kill the monkey (no implant) important.

Before they got this stupid idea of making important missions like 1 every 40 mission and implant on only important missions i had a agent that gaved me alot of them like every 5 - 10 mission
I once had 3 on a row but that was just once... But 2 in a row did i get more than once....
But i have stopped doing mission at all now... No mega from tech2 parts and crappy rewards... And my agent is changed from being 90% combat missions to 99% courior missions and i hate those.... Only doing research now and of course i picked one of those areas where there is no BP
