Having a hictor with a cloaking device is a great way catch ships and filter out ships that are too difficult. Since deploying a hictor bubble is all most instant and isn't effected by the cloak you can catch what ever your after with little risk.
My problem with this is that any other ship class's main role would be impeded including covert ops ships still have to counter act the scan res penalty. In the case of hictor they can still do there main function without problem.
I think there should be delay between de-cloaking and bobble deployment. The cpu load the clock places on the ship slows down activation of other modules because of the computer stress.

Apparently offensive modules aren't supposed to be useable during the "sensor recalibration" time. I think that a warp disrupt probe should fall under that category. (As well as HIC bubbles)

Wouldn't this affect interdictors and smartbombing ships aswell?

The problem is that in order to stay cloaked you have to be a certain distance from gate, which given the gate size means that you are about 6k minimum from real center of the gate. Popping a bubble this was from center doesn't guarantee you catch everyone. So lots of people will get lucky and slip by.
Additionally, anybody already in warp to the gate will not get caught in the bubble since the bubble needs to be up before target activates their warp drive for it to work.
Anyway, that's right, similar to interdictor sphere launcher, it can be activated immediately after decloak.

It does affect normal interdictors (or doesnt, depending on what you meant by that).
a normal dictor and decloak and drop a bubble straight away.
A normal dictor can drop a bubble and cloak straight away.
A normal dictor can sit on a gate, initiate a JUMP and THEN drop a bubble ;-) -- Sir, I don't understand why we train for ECM, sir - in a fleet battle all you got to do is press buttons.

I've played around with cloaking on gates, and I have to say that if you place your ship properly, you can cloak close enough to the gate that you will catch everything in a skilled HIC bubble. Your really not that far away from most gates, 2,500m's and gates 0m "Area" isn't as bad as a station.
