I've been messing around with a viable PvP setup for a Scimitar (still as support, not some hidden damage/tackler). Here's what I've got at the moment...
4x Medium S95a Partial Shield Transporter
3x Large Shield Extender II 1x Invulnerability Field II 1x 10MN Afterburner II
1x Damage Control II 2x Capacitor Power Relay II 1x Reactor Control Unit II
2x Core Defence Field Extender I
I know it's not as great as 3 Large shield transfers, but I've only got 4s in both (emissons/logistics) and I can't fit such a big tank with those. This setup gives me 70,000 effective hit points - a huge buffer against being called primary, and it can run for 2 minutes.
Thoughts?

Or you could try to speed tank....
3x Large S95a Partial Shield Transporter
1x 10MN MicroWarpdrive II (ya I know this screws with cap) 1x Medium Capacitor Booster II with 800s 3x Cap Recharger II
1x Damage Control II 2x Overdrive Injector System II 1x Reactor Control Unit II
2x CCC
This can run indefinitely (well until the 800s run out) and can reach 3km/s.

I wouldn't fly any of the above named setups. First one has a nice tank but is too slow and the medium transferers aren't convincing at all. Second one is fast but will die too easy...
Try to mix both setups and create something new...

I have a few different setups, depending on how much I'm spending. They're all based around the speed tank idea though. I have the energy management skills at level 5 and the ship and shield emmission skills at level 4.
The expensive fit is:
3 x best named large remote shield boosters 1 x drone link
1 x 10MN MWD II 1 x Ladar ECCM 3 x CR II
4 x CPR II
2 x polycarbon emgine housing
4 x med shield drones 1 x small shield drone
This one does over 3k and has the added bonus of being hard to jam and is cap stable.
The cheaper (unrigged) fit swaps a CPR for an overdrive and the eccm for another car recharger. Speed is a little under 3k, and it's still cap stable.
When flying it I orbit at 60km with everything running, watching out for hostile tackelers charging at me.
In smaller gangs, where everyone needs a scram and some dps, I have used.
2 x dual 180 AC II 1 x med remote shield booster II 1 x large remote shield booster II
1 x 10MN MWD II 1 x large shield extender II 1 x warp disruptor II 2 x car recharger II
2 x PDU II 1 x CPR II 1 x overdrive II
4 x hammerhead 1 x hobgoblin
This will be cap stable with Logistics trained to level 5, but at level 4 there's enough cap to run both boosters and pulse the MWD.

With logistic lvl4 you can run ab+ booster + 1 transporter 4ever or you can run 3 large transporters (with logistic 5, you can ab + booster + 2 transporters 4ever)
I'd not fit extenders on logistic, since it pwns your main advantage, sig. With sig 65m and doing 800+m/s on ab there's not many things that can really hit you, only dangerous thing is ravens with ton of painters or nighthawk... but then you can outtank 1 :P
Actually with logistics 5 you can use 3 t2 flux coils instead of relays for some more tank, but with logistic 4 you can't run 3 transporters + ab + invul forever with 3 fluxes
