well pure vacuum is impossible but if you were to say have a very very few atoms in a space, then toss in enough energy you can get fusion, and there is a project already underway to do this called NIF.

Lol, read more then 30 seconds into it. It is possible to create small amounts matter from pure energy "light". Currently all antimatter created is made from energy. It's a ridiculously small amount of antimatter made, and it's from energy. Basically, I think the idea is to create antimatter strait from pure electromagnetic waves instead of through destroying matter with particle accelerators first only to have an extremely small portion it instantly reform as antimatter. ___________

just to add: vacuum is not empty. it is filled with virtual particle pairs that exist for an incredibly short duration before annihilating each other. there are circumstances when virtual particles become real ones, see hawking radiation.
