Simple question:
What level missions must one do to be getting at least 20mil ISK every two hours in rewards alone?
Exact answer please.

You'd have to be pretty damn good to make this sort of ISK from Level 4 mission rewards, even solo.
The mission rewards for Level 4 range from about 500K + 500K Time Bonus up to 1.5m + 1.5m for a Level 0 agent (middle of the road). So if you take an average of 1m + 1m per mission, you'd have to complete 10 every 2 hours to make your 20m from rewards alone. This is very hard (possibly impossible) even for super experienced mission runners in super expensive ships.
However, if I assume by rewards, you want to include bounties, this alters the equation and the ISK really starts to stack up. 5-10m in bounties isn't uncommon and sometimes it's considerably more. You can make 10-15m per hour quite comfortably in Level 4 missions with reasonable skills - i.e. able to properly tank a mission fit battleship and put out the required DPS.
I always salvage and loot everything using a dedicates salvage alt following my mission runner - this is also quite profitable, but then I'm not grinding standings and have the luxury of a second account to do this. 20m+ per hour isn't unreasonable with good skills.

The second poster is correct. At level 4 the ISK will roll in.
There are level 4 missions where you can pull in as much as 30 million after completely salvaging parts and loot.
There are also plenty of level 4 missions where you will only make as much as a good level 3 mission, but they are the easy ones.
