Judging from Papa Smurf's most recent post on the matter, it appears only certain agents will pony up implants - in the spirit of the original post which shared information on which corporations give out which implants, I propose we now share the names of specific agents we've personally encountered and confirmed to pony up the goods.

I am keeping my Memory/Intel implant agents to myself. Too many people getting implants will cause price to drop and we wouldn't want that.

Heh oops. Nonetheless, I don't take the post that way. Papa gave hints to optimize odds of getting implant missions as your important missions, and hints to shorten mission times to get you important missions at a faster clip. I didn't see much to indicate that there would be a significant number of "normal" lvl 3 agents that shouldn't grant implant missions. I've counted 389 lvl 3 agents in the Amarr faction, so it'd be nearly impossible to compile anything remotely comprehensive if we assume that most agents will grant implants at some point.
It might be an easier task for ppl to post their dead-end lvl 3 agents that they found to be very unlikely or impossible to grant implant missions. I've had my share

well if you want implants don't do missions for those 2 minister of internal order agents in Nahyeen. After 27 important missions i gave up :|

The best currently available DuVolle agent happily hands out Intelligence implants (and those stupid 1 run ME0 Tristan copies, grrr).
But as far as I can see in Papa's comment, he only said that ALL level 3 agents that are not in a pirate corporation give out implants.

If you want a basic willpower implant, then come to Podion. The Nef miners here are great for ore/min hoarders like me. Quick min missions most of the time, courier 5-7 jumps, few kill ones.

Avenid "The *****" Vookah in Imperial Navy gives Perception-implants and quite some nasty killmissions, aquired the nickname in our corp in the days she was giving out missions to kill 2 Armageddon-pirates several times in a row.
